Scope Of Work*- Primary- Shared Across Functionally- Overall responsibility for implementation of HSE MS including policies and procedures for Offshore project vertical & project sites globally.
- Devise Offshore HSE Strategy, objectives, targets, and KPI’s.
- Offer expert guidance and advise management on the following:
- Development of the HSE policies, plans & programs
- Legal and contractual requirements affecting safety, health and welfare
- Changes/trends in safety requirements
- Review & Update HSE management systems.
- Interact with external agencies including legal authorities, professional HSE Bodies, clients, sub-contractors, certification & training institutes.
- Lead Organization in certification & re-certification process.
- Organize & conduct Offshore HSE Committee meetings.
- Coordinate Engineering HSE studies & reviews
- Evaluation & approval of contractors & sub-contractors.
- Promote Health, Safety & Environmental awareness.
- Participate in Meetings & audits with Clients
- Investigate in high potential incidents & accidents.
- Branding LTHE Offshore in external HSE events/ conferences/ seminars
- Investigate the cause of major accident (or dangerous occurrence), and recommend means of preventing recurrence of such an incident.
- Ensure the recording and analysis of information on injuries, damage and production loss.
- Assess accident trends and review overall safety performance.
- Monitor on job safety performance across project sites
- Prepare monthly HSE MIS for review by Offshore Leadership team.
- Maintain repository of HSE-related statistics of past offshore projects
- Develop and maintain standard offshore project HSE manual in the Operations Database
- Maintain repository of offshore Procedures, JSA’s, trainings, incidents, toolbox and other formats
- Digitalization in Offshore HSE processes; Automation of HSE administration
- Keep up-to-date with recommended codes of practice and safety literature and circulate information applicable to each level of employees
- Conduct timely performance appraisals for employees attached to HSE and provide developmental input
- Identify training requirements for HSE employees in coordination with HR
- Coaching, Mentoring and identifying & implementing Succession Plan.
- Provide HSE related statistics to the tendering team for pre-qualification requirements
- Provide HSE related inputs for the Tender & subsequent technical clarifications.
- Provide HSE norms for PPE requirements and other HSE-specific infrastructure
- Review & provide HSE cost implications in the projects.
- HSE Presentation to potential clients for Business Development.
- Authorize offshore project-specific deviations to the standard HSE Project Manual
- Circulate HSE-related literature / information applicable to each level of employees
- Formulate and management of HSE training program at all levels
- Take part in discussions on injury, damage and loss control
- Coach the offshore site personnel on:
- Ways to prevent injury to personnel, damage to plant and/or equipment and fires
- Ways to improve existing work methods
- Provision and use of protective clothing and equipment
- Potential hazards on site before work starts and on the safety organization and fire precautions required
- Attend important client meetings where safety is an item on the agenda
- Carry out offshore site HSE Audits / inspections /surveys to ensure the following:
- Safe work methods are in operation
- Health and safety requirements are being observed
- Welfare and first aid facilities are adequate and properly maintained
- Visit sites routinely to ensure safe work practices
- Monitor the HSE performance of sites
- Review MIS reports sent by the offshore project HSE Head (from site)
