JOB DUTIES:
Position has assigned commodities, and directs Purchasing Analysts, Materials Analysts, Clerks, Customer Service Representatives, temporary employees and suppliers to meet the customers needs.

Develop and administer leveraged source plans directed at continuous improvement of the procurement process for indirect material and services while maintaining and building positive relationships with the supply base and internal customers. Leads customers in determining enterprise inventory reduction strategies, including sale of active inventory to suppliers and inventory management by suppliers. Incumbent works with counterparts around the world providing global synergy enabling Caterpillar to leverage suppliers. Procurement scope begins with the creation/production of the product/service within the supply base, shipping, receiving, taxes, invoicing, payment, distribution, and disposal. In performing this function, the incumbent engages in cost/performance commodity analysis, supplier evaluation and development, contract/price/ lease negotiations, non-disclosure agreements, grief resolution, and business unit needs determination. Additionally, consultation is provided in matters of government regulations, purchasing practices & procedures.

Prepares and presents informational summaries directed at procurement strategies, commodity price trends, commodity/supplier performance analysis, government regulations, environmental issues, contract issues, process improvements, financial lease vs. buy analysis, distribution programs, etc. Incumbent participates with legal, financial, systems, accounting, accounts payable, and traffic disciplines within Caterpillar.

Leads sessions at supplier sites for investigating & evaluating supplier capability and financial strength. Mediates and makes the final decision on supplier/customer issues that involve pricing, delivery, quality, and service. Promotes and administers supplier quality certifications and re-certifications. Facilitates resolution of quality issues making the final decision. Assures legal agreements are acceptable and properly executed.

Attends new product introduction seminars and trade shows with special attention on woman owned, minority and small business. Works with internal customers and the Department of Defense to source and develop small disadvantaged businesses and woman owned small businesses.

The position manages the completion of its own work assignments and teams work assignments including supplier personnel and facility representatives to resolve complex issues.

Moderate travel required (5% - 15% of working time).

BACKGROUND/EXPERIENCE:
The position requires strong knowledge of the following: material control, purchasing, parts distribution, inventory control, manufacturing operations and traffic systems. Working knowledge of company products and good analytical and organizational skills are required. The position typically requires a college or university degree or equivalent experience. In addition, three to five years of job-related experience are typically required. Excellent interpersonal skills are required in order to deal with sensitive issues, develop others, or persuade others inside and outside the company to take specific actions.
