Short Term Expert

Expertise France is the public agency of French international technical cooperation.The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards Frances solidarity policy, influence and economic diplomacy.

The European Commission has been addressing threats to international sea lines of communication ever since it established its Critical Maritime Routes (CMR) programme, in 2009, in support of the Djibouti Code of Conduct. CRIMARIO I (2015 2019) was one initiative falling under the CMR umbrella, covering the Western Indian Ocean (WIO) region, which was established to enhance Maritime Domain Awareness (MDA) through information sharing, capability building and training. This was achieved through the implementation of the IORIS platform, a maritime coordination, information sharing and incident management tool amongst others; and an extensive program of training in Maritime Data Processing (MDP) for analysis and visualization of data.

CRIMARIO II builds on the experience of CRIMARIO I by expanding the geographical scope of the project towards South and Southeast Asia with a view to contributing to a safer and more secure maritime domain, through cross-sectoral, inter-agency and cross-regional cooperation. More specifically, its three interlinked objectives are as follows:

- Enhancing information exchange and analysis, and crisis/incident management;
- Strengthening inter-agency cooperation in maritime surveillance, policing, investigation and judicial matters; and
- Facilitating the implementation of international legal instruments and regional arrangements.

During its Inception Phase,CRIMARIOidentifiedstrongpotential for improvingthe exchange ofmaritime security information in theWestern Indian Ocean (WIO),South Asia (SA) and Southeast Asia (SEA)regions, and manyof CRIMARIOs primeinterlocutorswerekeento examine howsuch exchangescouldbe intensified.

A promising action which CRIMARIO consequently is pursuing is to build a community of stakeholders interested in developing a common technological solution which would link existing maritime security information exchange systems together. CRIMARIO is willing to lead in the creation of such a community and the development of this electronic translator and in parallel, coordinate discussions in addressing the legal and operational factors, necessary for the adoption of the technology developed.

The Community will develop technical specifications of the technology, but then encourage each participant to implement the technological solution independently. CRIMARIO will develop its own version of the technology, with the objectives of: 1) enabling IORIS to use the technology, 2) enabling others to use the CRIMARIO technology acting as the reference technology for testing and reassuring interconnectivity with all info-exchange systems implementation that could be used and tested by others; and 3) providing it to countries lacking the capacity to develop their own technology. Once complete, it is aspired that the community and its technology would become the framework for information exchange in the WIO and S/SEA, enhancing MDA in the regions

So far, the SHARE.IT concept has been discussed with various stakeholders. The drafting of the technology handbook (reference architecture and data and services model) is ongoing. At this point, EF is looking for experts to complement its CRIMARIO team, by adding the knowledge and experience necessary to develop the SHARE.IT technology.
