Social Security Facilitator

LEPRA Society is a pan-India health and development organization working for the people affected by Leprosy and other neglected diseases to transform their lives and overcome poverty, discrimination and disability. LEPRA endeavors to diagnose, facilitate treatment to those affected and help them to rehabilitate into the mainstream of the society. LEPRA works in collaborations with the Government and other funding agencies to reach into most inaccessible villages of Andhra Pradesh, Telangana, Bihar, Chhattisgarh, Odisha, Jharkhand and Madhya Pradesh states.

**About the project**: Social Inclusion programme will be implemented in Mandla District of Madhya Pradesh with the goal of “Persons with disabilities are empowered, socially, economically and politically in an inclusive society” with the purpose that Persons with disabilities will lead a self-reliant life, exercise their rights, and have financial independence through networking and self-governance. The program will be working exclusively with/For People with Disabilities & with associated depts/stakeholders.

**Access to Social Security Services**
- Establish listing of disabled in the district and enable certification of disabled by sensitising and working with Government departments.
- Introduce innovative fee-based social enterprise models through the members for covering PwDs with social security entitlements.
- Enable partnership with Govt departments to accomplish the mission of cent per cent coverage of social security entitlements through saturation approach by leveraging Govt systems and machinery in an effective way.
- Pilot online touch points in vantage locations in the district to ensure coverage of all PwDs in the district.
- Support OPD by delegating the work of social security entitlement for PwDs across the executive council and key functionaries of OPD.

**OPD Formation, membership, and Governance**:

- Collectivise disabled to form Disabled Peoples Organisation (OPD) by developing systems and processes.
- Establish systems and processes including governance, operation and financial processes.
- Increase ownership of inclusive and representative governance at OPD level including equitable caste, disability and domicile representation.
- Support and organise routine board meetings regularly including follow-up on key decisions.
- Carry out institutional assessment, manage subsequent institutional strengthening activities and handhold OPD and its executive council in implementation of LEPRA recommendations.
- Use members strength for good governance practices and cent per cent social security inclusion of the district by engaging PWDs.
- Expand membership to ensure full coverage of disabled, support in ensuring inclusion of disabled into SHGs thus facilitating structure, capitalisation and operational standardisation of OPDs.
- Work towards capitalisation of OPD by diversifying resources and develop internal capacities to develop and roll out resource generation and financial plans.

**Business Development of OPD**
- Support OPD develop and implement a well-articulated vision, financial and business model for the solutions developed including resources and revenue streams.
- Enlarge the vision of OPDs through institutionalisation of OPDs with a well-thought-out organisational development plan with a resource mobilisation strategy guided through a process of milestone based self-review
- Support the OPDs develop business plan and ensure activities are in line with the larger vision and mission of OPD

***Training and Capacity Development**:

- Design and deliver awareness campaigns and sensitisation for PwDs on roles, rules and membership regulations.
- Develop and implement need-based training to strengthen technical, operational, managerial and governance skills of board members of OPD.

**Reporting and Documentation**
- Prepare periodical progress reports, lessons learned, constrains and challenges that require timely resolution, corrective actions and present recommendations for improving performance of OPD.
- Set up review processes and tools to enable OPD to self-manage and self-operate its business functions on an on-going basis.
- Support OPD to complete its registry, audit and compliance to rule of law and guide them through the path of self-funding and sustainability preparing them to formally take over once social inclusion Programme phases out in the relevant districts.

***Networking and Alliance Building**
- Build alliances with similar networks to influence policies in favour of PwDs.
- Link OPDs to national/ state network of disabled persons to connect with wider alliance and disabled movement.

- Ensure safeguarding principles are followed in programme implementation, training etc in coordination with State Programme Lead.
