OBJECTIVES OF THE PROGRAMME

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.

Underlying Values and Core Functions of WHO

WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health related sustainable development goals; (iii)addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India's population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.

The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

DESCRIPTION OF DUTIES

Under the overall guidance of NPO (Administrative Services) and direct supervision of NPO (Administrative Support), the incumbent performs the following duties:
1. Ensure compliance with WHO Policies and guidelines, legal and audit contract requirements while processing goods and services, purchase orders/ contract agreements/ Long Term Agreement (LTA). Prepare Country Based Contract Review Committee (CCRC) and Adjudication Reports, memos, LTAs and other documents to support the procurement request with follow-ups with various stakeholders.

2. Perform the Procurement Requestor function for WCO-India and field projects, ensuring best value for money in goods and services procurement. Including the creation of Purchase Requisition in GSM and uploading and verifying supporting and contractual documents in ECM.

3. Initiate request for PO amendments (goods and services) through MyService portal, if required. Facilitate cancellation and/or final closure of the Purchase Orders. Create/update suppliers in GSM. Prepare third-party authorization memo for BFO/SEARO's approval, if required.

4. Facilitate timely dissemination of purchase order(s) to supplier. Follow-up on the signed copy of Purchase Orders from supplier. Coordinate with suppliers for timely delivery of goods and services.

5. In compliance with the Emergency procurement guidelines, process procurement requests on priority for WCO-India's emergency response plan while ensuring best value for money.

6. Coordinate and collaborate with internal and external stakeholders including technical units/ field office / project in WCO, GSC, Regional Office, contractual partners, suppliers, and Government of India (for reimbursable procurement) to ensure timely and efficient procurement of goods and services.

7. Provide technical advice/ briefing and guidance to other units on procurement matters; share information and practices with other staff in the team and technical units aiming at improving WCO's working efficiency.

8. Explore market for potential suppliers for the required goods and services from various sources. Maintain a comprehensive supplier database for variety of goods and services.

9. Prepare MIS reports to support informed management decisions. Contribute actively in PPT preparation, statistics data analysis, audit queries, etc.

10. Coordinate and resolve shipment related matters with Shipping/GSC, PCS/SEARO, end user and suppliers to ensure smooth delivery of goods.

11. Monitor encumbrances and coordinate with concerned teams for necessary liquidation actions.

12. Perform other related duties as required or instructed, within the area of function.

REQUIRED QUALIFICATIONS
Education

**Essential**: Completion of secondary school education or equivalent.
