**Job Summary**

The Health and Safety Officer is responsible for ensuring compliance with all health, safety, and environmental regulations within the ship recycling yard. This role focuses on minimizing risks, promoting a culture of safety, and ensuring the well-being of all workers and visitors on-site.

**Key Responsibilities1. Health and Safety Compliance**
- Ensure adherence to national and international health, safety, and environmental regulations (e.g., OSHA, MARPOL, and the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships).
- Conduct regular audits and inspections to ensure compliance with safety protocols and practices.
- Maintain records of all health and safety incidents, audits, and risk assessments.

**2. Risk Assessment and Mitigation**
- Identify potential hazards associated with ship recycling activities, including dismantling, asbestos handling, and chemical exposure.
- Develop and implement risk assessment protocols and ensure workers are trained in hazard recognition and response.
- Recommend and enforce control measures to mitigate risks, such as PPE requirements and safe work practices.

**3. Training and Awareness**
- Organize and conduct health and safety training for all employees, including fire safety, first aid, confined space entry, and handling hazardous materials.
- Raise awareness among employees about the importance of adhering to safety regulations and best practices.

**4. Emergency Preparedness**
- Develop and implement emergency response plans, including procedures for fire, chemical spills, and medical emergencies.
- Conduct regular emergency drills to ensure readiness among employees.
- Coordinate with local authorities and medical facilities to ensure swift action during emergencies.

**5. Accident Investigation and Reporting**
- Lead investigations into workplace accidents and near-miss incidents to identify root causes.
- Prepare detailed reports and recommend corrective actions to prevent recurrence.
- Ensure timely reporting of incidents to relevant authorities and stakeholders.

**6. Environmental Safety**
- Monitor and enforce practices to prevent environmental contamination, including proper disposal of hazardous materials and recycling processes.
- Ensure compliance with waste management and pollution control standards.

**Skills and Qualifications**
- **Education**: Bachelor's degree or diploma in Occupational Health and Safety, Environmental Science, or a related field.
- **Experience**: Minimum 3-5 years of experience in an industrial or ship recycling environment.
- **Certifications**: NEBOSH, IOSH, or equivalent safety qualifications.
- **Knowledge**: Familiarity with ship dismantling processes, hazardous materials handling, and related regulations.
- **Skills**:

- Strong analytical and problem-solving skills.
- Excellent communication and training abilities.
- Ability to conduct risk assessments and develop safety protocols.
- Proficiency in safety management software and reporting tools.

**Work Environment**
- Exposure to outdoor weather conditions and potentially hazardous materials.
- Frequent use of personal protective equipment (PPE).
- Physical presence on-site is essential to oversee compliance and safety.
