**Overview**

Responsible for gathering and compiling data essential to the administration of prime contracts. Assists with the assembly and maintenance of the contract baseline. Coordinates or performs contract administration tasks related to monitoring compliance, performance and progress. Conducts investigations and inquiries into specific contracts problems and provides assistance with claims analysis as assigned.

**Position Summary**

**A. Supervision Received**
- Reports to and receives operational guidance from a Manager of Contracts, a Contract Manager, a Prime Contract Manager, or a Prime Contract Administrator.

**B. Supervision Exercised**
- May provide operational and/or functional direction to administrative/secretarial personnel as assigned.

**C. Contacts**
- Project management personnel and their staff who have been assigned contract management tasks per a Prime Contract Management Responsibilities Matrix.
- Responsible Manager of Contracts or Prime Contract Administrator/Manager, Legal and Risk Management and other functional departments.
- Customer, as directed by supervisor.

**Responsibiities**
- Assists in assembling and maintaining the prime contract baseline including terms and conditions, specifications, drawings, estimate, schedule, proposal and other baseline documents.
- Coordinates and monitors compliance with prime contract obligations, as assigned, including review of incoming and outgoing correspondence, CRDL tracking, submittals, certificates of insurance, etc.
- Assists the Project Manager, Manager of Contracts, Contract Manager, Prime Contract Manager or Prime Contract Administrator with the establishment and implementation of contract management tools, procedures and forms as outlined in the Prime Contracts Management Manual.
- Gathers and compiles support data for the preparation of contract documents and management of the prime contract; monitors billing for compliance.
- Conducts investigations and inquiries into specific contract issues, as assigned.
- Assists in preparing and organizing materials for Customer, Project and other meetings, presentations, and training sessions.
- Drafts correspondence and prepares reports, as assigned.
- Participates in the handling of prime contract closeout requirements.

**Qualifications and Skills**

**Basic Qualifications**
- Excellent interpersonal skills to interface with project team and functional management.
- Demonstrated analytical and organizational skills.
- Demonstrated oral and written communication skills.
- Basic knowledge of law, business, quantity surveying, construction management and accounting or cost engineering.
- Knowledge of Bechtel policies and contracting philosophy and ability to interpret contract language.
- Training in corporate Prime Contract Management processes and procedures.
- Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements as demonstrated by 2 years experience..
- Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Basic understanding of Government Cost Accounting Standards, and determination process for applicability to the work.
