**Key Responsibilities and Skills**:

- SUMMARY

Procurement and Contract Specialist shall be responsible for preparing the Commercial part of tender, compile complete tender and thereafter manages all activities of bidding till submission of Bid analysis for approval. This position includes close coordination with TCE Project management team and Discipline team to understand the Project requirements, managing stakeholder expectations both internally and externally with Client or Vendor. Procurement and Contract specialist primary role is to manage tendering process, actively coordinate with all stakeholders, track and prepare Procurement MIS.

PRINCIPAL RESPONSIBILITIES

This position is accountable for the following end results:

- Develop project specific Invitations to Bid including the terms, conditions and other commercial tender documents by customising the standard commercial conditions in accordance to Project requirements.
- Compile the complete tender with close coordination respective discipline engineers.
- Compares bids from vendors for compliance to commercial conditions including but not limited to price, performance, availability, shipping, extended cost benefit, and warranty.
- Recommends, or assists with recommendations, whose bids may be accepted, or contracts will be awarded to the discipline lead or Client
- Serves as the primary contact relating to Project team for procurement and contract management.
- Timely Execution of assigned activities at TCE e-tender portal.
- Update the Vendor list and Vendor contacts for a particular project in coordination with Discipline engineers.
- Record status and keep record of procurement tracker in a timely manner using TCE e-tender portal.
- Performs other related duties as assigned

MINIMUM REQUIREMENTS AND QUALIFICATIONS
- Bachelor’s degree in technical area
- Minimum 4-8 years' work experience in Chemicals industry, process industry, engineering consultancy preferred in Procurement and contracts role
- Knowledge and experience with tendering process and proficient in managing the same
- Knowledge of different form of contracts and its implementation.
- Excellent written and oral communication skills
- Proficiency in Excel, Word, and Outlook.
- Good organisational skills to manage multiple suppliers and stakeholders.
- Ability to travel and be responsive to project needs
