**DESCRIPTION**:The Monitoring & Evaluation Conference Manager maintains the schedule and invitations for Security Cooperation Working Groups and sub-Working Group meetings, rosters of Working Groups participants, as well as the materials shared during Working Group meetings. Objectives of the workshops are to facilitate collaboration and progress of a variety of AM&E sub-Working Groups as part of the Interagency AM&E Community of Interest (CoI), co-lead by DSCA and the Department of State Political Military Affairs (PM) Bureau. The CoI must meet at least quarterly. Sub-WGs shall focus on the following topics: Geographic Regions, Types of Security Cooperation programs, AM&E Policy and Doctrine, AM&E Templates and Global Data Sources, Analytical Methodologies, Mapping entry points for AM&E into Decision-Making, AM&E Training, Education, and Certification, Data Systems to share AM&E data, findings, and recommendations, Congressional engagement on AM&E (Reports, Budgets, Briefs, Messaging), AM&E Operations (for the purpose of consistency with AM&E travel and analyses)
**POSITION TASKS**
- Provide planning, execution, and hotwash support for an annual AM&E Workshop.
- Organize Workshops and conferences in the NCR region
- Lead a weekly meeting to track the status of planning and hotwashing the Conference
- Organize and manage end to end invitation processes.
- Schedule and facilitate hotwashes to review what worked well and what didn’t, track remaining tasks that were raised during the conference for follow-on collaboration.
**REQUIRED QUALIFICATIONS**
- 5-7 years of experience strategizing, planning, designing, or implementing assessment, monitoring or evaluation programs or projects in the security sector for a department, agency or bureau of the US government, a national organization, an NGO/IGO, the UN, or private industry;
- 2 years of experience coordinating interagency monitoring and evaluation efforts;
- 2 years of experience facilitating working groups, including establishment of charters, maintenance of primary and secondary Points of Contact (POCs), setting working group agenda, taking roll calls, keeping minutes and time during meetings, storing and disseminating information, orienting new members, facilitating and navigating disagreements of differences of perspectives during discussions, and proposing changes to working group processes, governance, and organization;
- Familiarity with DoDI 5132.14;
**PREFERRED QUALIFICATIONS**
- 7-10 years of experience strategizing, planning, designing, or implementing assessment, monitoring or evaluation programs or projects in the security sector for a department, agency or bureau of the US government, a national organization, an NGO/IGO, the UN, or private industry;
- 4 years of experience coordinating interagency monitoring and evaluation efforts;
- 4 years of experience facilitating working groups, including establishment of charters, maintenance of primary and
secondary Points of Contact (POCs), setting working group agenda, taking roll calls, keeping minutes and time during meetings, storing and disseminating information, orienting new members, facilitating and navigating disagreements of differences of perspectives during discussions, and proposing changes to working group processes, governance, and organization;
- a Master’s degree (or higher) and formal training or education in the field of assessment, monitoring, and evaluation or a related field; and
