Panel Officer Road

Job Purpose - **JOB PURPOSE
- To ensure safe and effective operations of LPG/White Oil/Black Oil tank farm and road loading gantries.
- Line up all receipts and transfers in Product Storage Tanks in association with field officers including close monitoring of all movements and timely actions to ensure effective movements of all products dealt at the terminal viz. LPG, MS, HSD, LDO, HFHSD, Ethanol, Bitumen etc.
- Close monitoring of all Road Loading activities from various road loading gantries viz. White Oil (Three Nos existing & one upcoming), LPG (Two Nos), Black Oil (One No) including interventions to deal exceptions viz. reallocation of bays, over/under run of bays, alarms etc.
- Responsible for all Control room operation through DCS, TAS, TIS, F&G etc to ensure safe operations of the terminal.
- Handling of emergency actions of the terminal including initiation of emergency Shut-down actions in close coordination with Field officers, Maintenance officers, Shift Incharge and Area Managers.
- Maintenance of records against Receipts, Transfers and Loading during the shifts.
- Maintaining Daily log book and other miscellanies document related to day to day activities, F& G, Safety checklist, Trip/Interlock by pass register,
- Closely monitors dispatch tanks for inventory and appraisal of actions required to ensure availability of required inventory to sustain dispatches including coordination with PIT/QC Laboratory.
- To assist shift Incharge in handling of onsite emergency.
- Planning of Dispatch in Co -Ordination with Shift Incharge and AM.
- Monitoring of LPG Pumping Rate and Start up/stoppage of Gail Pipe line in close coordination with GAIL control Room.
- Coordination with Service dept. for maintenance activity.
- Effectively coordination with fire, security, OHC, RSM, maintenance dept. SS, AM, HOD and field officer while any emergency.
- Single point of contact in case of emergency with Fire/ SIC/Maintenance/Field/Security

**Planning & Budgeting **:Shift Co-ordination for operations and maintenance activities of the terminal in Road Loading Gantries and Tank Farm areasl

**Authority**:Set Priorities of jobs as per loading plan, Deployment of field officers at various work areas.

To optimize utilisation of resources and facilities

Ensuring adherence to SOPs and work instructions during shift.

Coordination with Shift Incharge, PIT, Quality Control Lab for timely availability of certified products.

**Supply of Quality products to Customers**:To ensure release of product meeting Industry Quality Control Manual, Product Acceptance Manual, Agreed parameters to specific customers etc.

**Authority**:To stop loading of product not meeting quality specifications or observed deviations beyond accepted norms of quality checks

Ensuring adherence to Industry Guidelines for Quality Assurance.

Optimize utilisation of resources, timely receipt of product, Minimise Turn Around Time of TT / Bullets.

**Systems, Policies & Procedures **:To implement the improvement of systems, procedures & policies during the shift in order to create a management framework to achieve business goals

**Authority**:To stop works/activities not adhering to policies, SOPs etc.
- Implementation of LPG/White Oil/ Black Oil & Tank Farm Area Panel Operation Systems, Policies & Procedures.
- Effective Communication with concern service departments and all the employees for effective implementation of Systems, Policies & Procedures.
- Ensuring proper implementation of SOPs in Road Loading Gantries and Tank Farm operations with respect to control room activities.**Management**:To implement the Systems, Policies & Procedures during his shift In order to achieve targeted outcomes as efficiently as possible.

**Authority**:To take deviations to deal exceptional cases in coordination with shift Incharge.
- Shift wise follow-up and monitoring of implementation of the systems, policies & procedures.
- To optimize the resources and ensure product quality.
- Ensures the compliance to Sampling and reviews the Laboratory analysis in comparison with the desired quality parameters. Takes the corrective actions to ensure product quality in consultation with the Shift In Charge.
- Read the previous shifts’ logs (Log of all days / hours of his absence) and note down key issues viz., quality issues, continuing maintenance jobs etc., needing special attention**Team Management**: Under the guidance of Shift Incharge and Area manager, he grooms the team members to achieve the team's objectives and continue to do so over time.

**Authority**:To depute/exchange work area of field officers based on job requirement and to provide exposures for training etc.

To ensure that team members are clear about their roles and guide them.

To report to Shift Incharge as well as Area Managers about any deviations occurred/observed during the shift and actions
