For one, he/she should be experienced in preparing EIA reports. Next, he/should know well how to prepare Environmental Audit reports. Additionally, he/she should be an expert in environmental monitoring who can confidently monitor the impacts of population on the environment, identify environmental issues arising out of it and recommend solutions. Experience in preparing Environmental Management Plans, Air Quality Management Plans and Water Quality Management Plans is the sine qua non for being suitable for the post.

The role requires him/her to be extremely efficient in managing a multi-disciplinary team of experts. Aside from this, if need be, he/she can attend meetings, and prepare and give presentations.
