**Project Description**:
IDG is seeking an experienced Chief of Party (CoP) to lead the anticipated USAID/India EVAL ME II **Advancing the U.S.India Partnership Platform (APP)** contract. The purpose of the Advancing the U.S.India Partnership Platform (APP) activity is to support USAID/India staff and stakeholders to be more efficient, effective, transparent and skilled in achieving planned development outcomes.
**Position Description**: The Chief of Party shall be responsible for leading and managing the overall APP activity. The Chief of Party shall work closely with USAID/India's Program Office, Expanded M&E Team, Technical Office teams, and other Chief of Parties managing USAID/India activities.
**Responsibilities**:
- This individual will be responsible for leading and managing the technical work related to APP under this contract.
- Provide overall vision, leadership, day to day management, and technical direction of the awarded activities.
- Serve as chief liaison with and represent the activity to USAID Mission staff, USAID implementing partners, and key local stakeholders including research organizations, government entities, and private sector actors.
- Ensure timely and cost-effective delivery of high quality, demand-driven MEL technical assistance (including assessments, and performance and impact evaluations) to USAID Mission teams, implementing partners, and local partners and stakeholders.
- Lead the delivery of adaptive management and Collaborating, Learning, and Adapting (CLA) services for clients and stakeholders and model adaptive management within the project. Oversee the development of program strategies, work plans, MEL plans, as well as programmatic and technical reports to the client.
- Manage, train, and mentor project staff to ensure seamless coordination among activity components, and an internal culture of technical excellence and learning.
- Manage, and ensure quality control of deliverables produced by subcontractors and external consultants.
- Oversee design, development, and implementation of MEL and CLA activities, including development of evaluation tools, data collection and management, report generation, knowledge sharing, and training and capacity building activities.
**Minimum **Qualifications**:
- Minimum of 10 years of experience managing projects of similar size and scope in developing countries.
- Advanced degree in a field relevant to development assistance, international affairs, political science, sociology, economics, statistics, business, public administration, organizational development, communications, or a closely related field.
- A record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.
- Experience leading monitoring support programs and coordinating multi-implementer efforts is preferred. Specifically, demonstrated experience supporting USAID/India and/or similar Missions in the region in strategic planning, project, and activity design, conducting monitoring, evaluations, and assessments, disseminating, and managing knowledge, and facilitating collaboration, learning, and adaptation across the portfolio is required.
- Must be experienced in the design and management of M&E systems for development projects.
- Must be familiar with USAID Program Cycle, project design, MEL and CLA best practices, and quality control standards.
- Experience working in India; and familiarity with the culture, society, and development context of countries in the region is preferred.
- Required to have oral and written communication and presentation skills in English.
