**Job Purpose**

To conceptualize, forecast, plan, facilitate, manage, control counteractive action by establishing standard work practices and procedures and ensure coordinated effort of the consultants, contractors, legal agencies, administration and entire work force, for quality execution of assigned project/s within budget and timeline.

Apart from above, effective discharge of responsibilities towards the overall development of the departmental team, performance management, corrective action, implementation of management decisions and directives, strengthening of best practices, safety and other concerned matter of the area.

**Supporting Actions**

Planning, budgeting and statutory approvals
- Project conceptualization and preparing the project proposal, Coordinating with various internal and external teams to analyze expansion plans
- Facilitating for preparing the project base line including the objectives and scope, project execution plan.
- Review of Project Execution plan of various contractors
- Finalize the technical and financial scope for service providers and coordinate with commercial team for negotiations and final selection.
- Facilitating for structural stability certificate for obtaining amended “Factory License.”

Budget, Tendering & Ordering support
- Vendor Evaluation
- Inviting budgetary offer from various vendors, for preparing Expansion Project Cost estimation.
- Preparation of cost estimate for civil & structural scope.
- Reviewing of various documents, received from the engineering consultants & vendors.
- Preparation/ Freezing of specifications & BOQ for service contractors.
- Conducting Pre-Bid meeting with Vendors for clarifications
- Technical Bid Evaluation
- Initiating Purchase requisition of material’s/ equipment’s and service requisition

Project Engineering/ Construction
- Freezing of Design basis in consultation with Engineering Consultant.
- Review of Consultant’s Design for Sheds, buildings, Equipment foundation etc including all infra-structure facilities such as Road, Storm water drains, Sewer lines, utility lines
- Checking/ review of Engineering documents including AFC Dwgs, released by the Engineering Consultant
- Conducting soil investigation
- Conducting third party vetting of Design for critical structures.
- MTO for cement, reinforcement/ structural steel etc.
- Checking and review of vendor's critical fabrication drawings,
- Interface management between consultant and vendors.
- Creation of Front for construction work and handing over the front to other agency for equipment erection as per the priorities.
- Ensuring the highest standard of safety management at site.
- Implementation of best practices of technology at site.

Construction Management/ Supervision
- Review detailed construction plans and schedules of Contractors to match the Overall Schedule.
- Review construction field team proposed by Contractors and monitor for deployment at site including mobilization of specialized services.
- Conduct periodic review meetings with Contractors.
- To ensure that plant construction by contractors is in compliance with construction requirements.
- Field Planning, Scheduling & monitoring of progress keeping in view overall schedule of 1 the project.
- Carry out Technical Audits from time to time to verify that work is performed as per Quality assurance Plan.
- Preparation & implementation of Safety Procedures at SITE
- Final contract closure.

Cost & Quality Management
- Monitor the cost baseline for each section/package in order to ensure that total cost is within approved budget limit.
- Keep tracking of bill payment for all vendors and timely release of payment as per plan & as per agreed Terms and Conditions.
- Review & Approval of Billing Milestones as part of Contract payment term and conditions
- Review project deliverables as per timeline and take corrective action to expedite delays in order to mitigate cost overruns.
- Ensure all quality documents, QAP, Technical Specifications etc are in place and strict implementation of QAP including relevant field and Lab Tests, Calibrations of testing eqpts, TC of materials etc and proper upkeep of documents
- Strict compliance to Technical specifications
- Maintaining proper documentation w.r.t field measurements, quality documents, internal communications and billing related documents and change of management documents

Adherence to safety, Sustainability through excellence by design and ensuring the regulatory compliances
- Reviewing periodically project activities to ensure compliance to organizational policies and statutory requirements.
- Liaison with government authorities to obtain statutory clearances.
- Monitor smooth execution of operations while ensuring adhering to implementation of ‘Zero Harm’.
- Oversee management o
