Position: Procurement Expert

Project Details:
Department of Transport and Road Safety, Government of Karnataka has set-up a Project Management Unit for the work of preparation of various transport and road safety initiatives for the state of Karnataka. The role of the PMU is to prepare a road safety action plan for the state, followed by implementation of various initiatives identified in the road safety action plan.

Other than this, the PMU shall assist the department in implementation of the ongoing innovative initiatives being planned for various ongoing and upcoming transport initiatives.

Currently a five member team comprising of PPP Expert, Road Safety Expert, Procurement Expert, ICT Expert, and EV Expert are to be deployed. There is a provision to expand the team to include a Business Process Reengineering Expert, logistics Expert, Business Analysts amongst others.

Key projects being implemented include setting up of Automated Testing Stations, Automated Driver Test Track Systems, Smart Enforcement Works, Various social and public awareness campaigns, EV projects etc.

Job Description of Procurement Expert:

- Undertake end to end procurement of various initiatives being planned under the Road Safety Action Plan and ongoing civil & mechanical works in the department
- Assist the department in preparation of tender documents, bid process management, financial closure and day to day contract management of the contracts to be awarded.
- Assist the department in legal vetting of documents, policies, amendments in acts etc. for various changes proposed in the department
- Overseeing the various civil and mechanical works on site to be implemented including review, quantity estimation, checking & monitoring progress etc.
- Transaction advisory services for various PPP projects including project structuring, drafting of tender documents, liasioning with PPP Cell of the State for vetting & approval, bid process, financial closure etc.
- Making presentations to various stakeholders, HODs, Secretary Transport on ongoing works during review meetings
- End to end procurement of various e-governance and IT initiatives (ICCC, Smart Enforcement, IT Dashboard) contracts for the department
- Thorough understanding of FIDIC guidelines, State PPP Guidelines and Karnataka Public Procurement policies is expected.
