Responsibilities

  • Minimum of 8 years of post qualification experience preferably in World Bank / International projects in a city of size and complexity comparable to Chennai.
  • The Program Manager -Financial Management will support the Financial Management Unit of RIGHTS PROJECT for finance and accounting activities adhering to the project guidelines, procedures and norms. In particular, the responsibility of the FM inter alia will include,
  • Ensuring adherence to financial and accounting policies and procedures for the project.
  • Ensuring an effective system of internal controls for approval of project activities, procurement and payments controls.
  • Ensuring timely preparation of financial management reports for the DWDAP component and its submission to Competent authorities in the State Government and World bank on a monthly quarterly basis and annual project financial statements, and liaising effectively with auditors to ensure timely project audit of project financial statement.
  • Support the Project in the implementation of sound FM practices as per the guidelines prescribed by the department and World Bank.
  • Monitor the FM system followed at District/ Sub-Divisions/ Block offices of the Department; and other nodal departments / agencies involved in project execution.
  • Preparation, updation and maintenance of project cost tables
  • Preparation of annual work plans and budget estimates; monitor timely allotment and transfer of funds to the District/ Sub-Divisions/ Block offices of the Department; and other nodal departments / agencies involved in project execution.
  • Assist the Project in regular monitoring of budget utilization, DDO and AG (A&E) reconciliation.
  • Support the Project in obtaining expenditure statements from districts, Sub-divisions/ block offices and other nodal departments / agencies involved in project execution
  • Assist the Project in the preparation of project progress reports and compilation of financial reports for approval by the department.
  • Support the Project in submitting the financial reports to CAAA office in GoI to obtain World Bank disbursement
  • Liaise Follow-up with CAAA office and World Bank for disbursement, and reconciliation of claims admitted and disbursed.
  • Prepare annual Financial Statements as per formats agreed with the department and World Bank. Facilitate the Project in the audit process
  • and obtain audit report, and effective compliance / resolution of audit paras
  • Liaise with GoTN Treasury, State AG, CAAA, project staff and consultants, World Bank, as required on FM matters
  • Facilitate the Project in drafting letters and correspondences on FM issues
  • Participate in project and World Bank meetings, to discuss FM issues.
  • Perform any other FM work assigned by Project Director and Finance Officer of the Department from time to time.
  • The FM will have to attend PMU, DWDAP on all working days unless he is on official tour as approved by PD or allowed to work from home by PD.

Qualifications

  • Intermediate CA or ICWA or MBA (Finance) ( Preferred candidate need to have Social working, NGO, Government Organization or Disability care working experience )
