About the Role:
We are seeking an ambitious, highly motivated, experienced and results-driven Vice President for our Public Sector Bid/Proposal Management and Growth Strategy to lead and execute strategic efforts for IT Solutions and Staffing services targeting US state and federal government contracts. This role will be responsible for managing the teams and proposal process from inception to submission, identifying new opportunities, and devising strategic plans to grow the company’s footprint in public sector markets. The ideal candidate will have in-depth knowledge of US government procurement processes, exceptional project management skills, and a strong ability to drive business growth through winning proposals.
Responsibilities:
Bid tracking, pipeline management and Proposal Management:
Lead the full lifecycle of bid and proposal development, from RFP analysis through submission and post-award debriefs.
Develop and manage proposal timelines, deliverables, and milestones ensuring timely completion.
Collaborate with cross-functional teams (sales, legal, technical, finance) to gather and organize necessary inputs.
Ensure compliance with all proposal requirements and government procurement regulations (FAR, DFAR, etc.).
Write, edit, and review technical and non-technical proposal sections, ensuring clarity, persuasiveness, and adherence to solicitation requirements.
Create templates, checklists, and other resources to streamline the proposal development process.
Facilitate proposal reviews and provide feedback on ways to improve win themes, content, and presentation.
Strategic Growth Planning:
Develop and implement strategies to expand business with state and federal agencies in the IT Solutions and Staffing domain.
Identify new government contract opportunities by monitoring procurement platforms (SAM.gov, e VA, etc.) and developing relationships with key decision-makers.
Build and maintain a pipeline of public sector bids and RFPs that align with the company’s core competencies and growth objectives.
Conduct competitive analysis and assess the company’s strengths, weaknesses, opportunities, and threats (SWOT) in relation to competitors in the public sector.
Provide market intelligence and insights on emerging trends, funding priorities, and legislative actions that impact government contracting opportunities.
Lead capture management activities to position the company favorably for upcoming bids.
Partner with sales and executive leadership to develop pricing strategies and business models that maximize profitability while remaining competitive.
Client Engagement & Relationship Building:
Establish and foster relationships with government agencies, prime contractors, and partners to identify and pursue new business opportunities.
Engage with government stakeholders, attend industry conferences, and network with relevant government bodies to stay informed about upcoming opportunities and trends.
Act as the subject matter expert on public sector procurement processes and IT staffing/solutions needs, ensuring the company is well-positioned to respond effectively to RFPs and bids.
Team Leadership & Collaboration:
Lead and mentor a team of proposal coordinators, writers, and subject matter experts (SMEs) to ensure successful proposal execution.
Promote collaboration and open communication across departments to gather critical proposal components and ensure cohesive responses.
Ensure all team members understand their roles and responsibilities in the bid process and support their development through training and mentorship.
Post-Award Activities:
Oversee the transition from proposal win to project kickoff, ensuring that all deliverables and compliance requirements are understood by the implementation teams.
Participate in post-award debriefs to gain insights for future bids and continuously improve the company’s proposal process.
Qualifications:
Education: Bachelor’s degree in business, Marketing, Information Technology, or a related field. MBA or PMP certification is a plus.
Minimum 8-10 years of experience in US public sector bid and proposal management, particularly for IT solutions and staffing services. Should have managed a large process and teams. We are looking for a highly ambitious resource looking to generate a large revenue stream.
Proven success in winning federal and state contracts.
Extensive knowledge of federal and state procurement regulations (FAR, DFAR, etc.).
Experience developing strategies to grow public sector business lines.
Demonstrated experience in capture management and building a public sector business pipeline.
Skills:
Excellent writing and communication skills with the ability to present complex information in a clear, concise manner.
Strong project management skills with the ability to juggle multiple priorities and meet tight deadlines.
Proficient in proposal management software and government procurement platforms (e.g., SAM.gov, Fed Connect).
Ability to work effectively in a fast-paced, collaborative environment.
Analytical mindset with a focus on strategic thinking and problem-solving.
