Senior Proposal Specialist/Lead (Federal)

The ideal candidate will have at least 3 years of experience in proposal writing, with a strong background in federal contracting, particularly within the Department of Defense.

  • Key Responsibilities:
  • Proposal Development: Lead the full lifecycle of proposal development, from identification to submission, ensuring compliance with government requirements and meeting deadlines. Develop winning strategies for proposals, leveraging past performance and company strengths.
  • Capture Management: Capture & Bid Management using various portals such as SAM.GOV, GovTribe, FedConnect GovWIN & GSA ebuy.
  • Technical Writing: Produce high-quality, detailed proposals, white papers, RFIs, and sources sought responses with a focus on federal, DoD, and IT services.
  • RFP/RFI Management: Analyze and respond to Requests for Proposals (RFPs), Requests for Information (RFIs), and Sources Sought notices in a timely and organized manner.
  • Collaboration: Work with internal teams, including technical SMEs, to gather information, write, and edit content for proposals and ensure alignment with IETS capabilities.
  • Research: Identify opportunities through IDIQs and GWACs such as GSA MAS, Polaris SB, OASIS+, and other government contracting vehicles.
  • Familiarity with Federal Procurement Regulations: Strong understanding of federal procurement regulations, including FAR and DFARS.
Requirements
  • Experience: 3+ years of experience as a proposal manager/technical writer in federal contracting, particularly with DoD proposals.
  • Track Record: Demonstrated success in winning federal contracts.
  • Contracting Knowledge: In-depth understanding of IDIQ contracts, GWACs (GSA MAS, Polaris SB, OASIS+), and other government contracting vehicles.
  • Technical Skills: Strong technical writing skills with an ability to translate complex technical solutions into clear, compelling proposals.
  • Collaboration: Experience working cross-functionally with technical, management, and business development teams.
  • Organization: Excellent project management skills and the ability to manage multiple deadlines and competing priorities.
  • Communication: Strong written and verbal communication skills.
  • Tools: Proficiency with proposal management and submission tools (e.g., SharePoint, Salesforce, GovWin, SAM.gov, etc.)

This role requires a deep understanding of federal procurement regulations, including FAR and DFARS. The ideal candidate will have a proven track record of success in winning federal contracts and possess excellent technical writing skills. Additionally, they should be proficient in proposal management and submission tools.
