Project Budget Specialist

This role involves coordinating project financial planning, forecasting and optimization.

  • Responsible for managing project invoicing, tax compliance, bonds and guarantees. Ensures accurate financial accounting and reporting, and drives cash flow optimization in collaboration with the Project Manager as needed.
  • Participates in identifying project risks and opportunities, ensuring timely implementation of mitigation actions. Coordinates monthly project reviews with the PM/Central Controller/PSCM.
  • Reviews and oversees all project financial aspects, including estimate at completion and cost-to-complete, forecasted revenues and cash flow, risks and opportunities assessment. Ensures alignment with other functions, including Project Controls, planning/scheduling.
  • Promotes commercial awareness within the project team and provides commercial input to the project execution plan.
  • Adheres to core values of safety and integrity, taking responsibility for personal actions while considering colleagues and business interests.
  • Covers approval processes on invoices with clients, payment follow-up, and various forms for compliance purposes.
  • Maintains an updated billing register detailing all billings, status, payments, deductions, categories and reasons. Follows up on deducted amounts.
  • Strictly monitors and controls site expenses. Weekly expense reporting in a specified format and SAP entry reconciliation with invoices.
  • Analyzes actual vs. budget costs and revenue on the project, highlighting potential issues to the controller manager and project managers.
  • Leads project actualization activities defined by HO frequency, collaborating with the project team to gather required data, discussing finance-related slides with the controller manager, and uploading approved actua in SAP.
  • Reviews Kappa against budgeted costs, highlighting cases where costs exceed budgets, and ensures adequate documentation accompanies Kappa.
  • Shares project slides for monthly business reviews according to the project timeline, keeping the controller manager informed.
  • Conducts comprehensive checks on provisions to ensure they are accurate, complete for monthly closing, and aligned with accounting rules and HO instructions.
  • Performs monthly cash verification and surprise verification at least once a month, reporting results to the HO team (controller manager and IFC team).
  • Leads and supervises compliance on Internal Financial Controls (IFC) as defined by HO in the Risk and Control Matrix (RCM).
  • Monitors ABG, PBG, and any other guarantees, insurances to ensure timely renewal, reduction according to contractual conditions.
  • Ensures compliance with tax regulations.
  • Provides support to the execution team and is an integral part of the project team, offering core finance support for all finance-related matters on-site.
  • Anticipates issues, discusses with the controller manager, and takes proactive actions to resolve issues.
  • Fills in man days for self against respective projects.
  • Checks that timesheets of staff working on their project are filled in timely and properly.
  • Supervises the day-to-day work of the site accountant, providing guidance and support for efficient conduct of site tasks.
  • Supports the central controlling team on various analyses and ad-hoc requests.
