Procurement Specialist

Job Description

The Procurement Specialist will be responsible for developing and implementing strategic procurement plans to establish facilities with minimum risk. This includes ensuring compliance with laws, regulations, policies, and procedures.

Roles and Responsibilities:

  1. Develop strategic contracting plans to minimize risk and ensure compliance.
  2. Establish and maintain relationships with contractors to manage awarded contracts throughout their life cycle.
  3. Monitor market trends for yards, vendor bases, long-lead items, and other essential materials and services.
  4. Conduct tendering processes for surface facility requirements to procure high-quality materials and services at optimal prices and times.
  5. Draft complex, legally binding tenders and contracts related to surface facilities.
  6. Exercise sound judgment in selecting the most effective contracting methods, techniques, and commercial evaluation criteria.
  7. Serve as a subject matter expert in surface facility procurement and contracting.
  8. Own the procurement process, supporting functions such as strategic sourcing, subcontracting, vendor management, and drafting prequalification criteria.
  9. Establish and maintain positive working relationships with internal and external clients, stakeholders, and management.
  10. Collaborate with key personnel to clarify specifications and expectations.
  11. Perform risk management for legal and commercial risks associated with surface facility contracts.
  12. Introduce total cost of ownership (TCO) concepts in pricing and evaluation.
  13. Manage project contracts, variation orders, potential claims, payments, and communication with bidders, partners, and internal stakeholders.
  14. Requires hands-on experience with tendering processes.

Required Skills and Qualifications:

  • Bachelor's degree in business administration, supply chain management, or related field.
  • Minimum 12-15 years of professional contract/procurement experience.
  • Excellent knowledge of handling surface facility contracting, market intelligence, and legal terms.
  • Proficient in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.
  • Effective communication skills for conveying complex information verbally and in writing.
  • Ability to accurately read, interpret, develop, and negotiate contract terms and conditions.
  • Strong negotiation and analytical skills with business acumen.
  • Excellent oral and written communication skills.
  • In-depth knowledge of contract drafting, management, and change control processes.

Prior experience with digital sourcing platforms like SAP and Ariba is preferred.
