Urban Project Manager Job Description

This role involves overseeing the implementation, monitoring, and evaluation of large-scale urban housing projects under government schemes.

  • Lead centrally sponsored projects across multiple stakeholders and departments, ensuring effective on-ground delivery.
  • Develop annual action plans and coordinate teams for city-level, district-level, and municipal project management.
  • Supervise project activities including timelines, fund utilization, beneficiary identification, and progress tracking.
  • Prepare, analyze, and manage project-related Request for Proposals (RFPs), bidding documents, and oversee bid management to ensure compliance.
  • Collaborate with state, municipal, and central government officials, private developers, financial institutions, consultants, and communities.
  • Coordinate fund flow: ensure timely release from central/state resources and proper utilization through direct benefit transfer (DBT) and integrated MIS.
  • Conduct regular team meetings and compile robust project Management Information System (MIS) and analytics reports.
  • Implement and maintain IT-enabled platforms for project monitoring, geo-tagging, beneficiary databases, and real-time dashboards.
  • Address grievances, conduct beneficiary meets, and resolve escalation issues efficiently.
  • Ensure adherence to operational guidelines and liaison with stakeholders in English and Marathi for effective project communication and public outreach.
  • Build capacities of urban local bodies (ULBs) and project teams through trainings and technical assistance.
  • Provide regular updates and reports to concerned government officials.
Key Skills and Qualifications

The ideal candidate will have:

  • Large-scale project management experience and real-time progress tracking skills.
  • Deep understanding of government housing/urban development schemes.
  • Financial management expertise: fund flow, subsidy tracking, utilization certificates, budgeting, and forecasting.
  • IT and data analytics skills: experience with MIS, dashboards, process automation, and digital reporting platforms.
  • Strategy development, multi-stakeholder coordination, and liaison abilities.
  • RFP preparation, bid process design, and evaluation expertise.
  • Team leadership and capacity building skills.
  • Proficiency in Marathi and English (verbal and written).
  • Problem-solving, negotiation, and high-level analytical skills.
  • Ability to navigate government, political, and public interfaces.
  • Understanding of social inclusion, urban governance, and state housing policy framework.
  • Strong documentation/reporting skills, with experience in monitoring & evaluation.
Qualifications

The candidate should possess:

  • A Master's degree in Engineering, Management, Urban Planning, Public Policy, Computer Science, Finance, or related fields.
  • Prior certifications in Project Management (e.g., PRINCE2, PMP), Data Analytics, or MIS are preferred.
