We are seeking a seasoned Proposal Manager to lead end-to-end proposal management for IT Services & Staff Augmentation, managing pre-sales and proposal response teams for government bids. The ideal candidate will have hands-on expertise in proposal writing, bid management, market research, and business development across the US State, Local Government (SLED) and Federal sectors.

Key Responsibilities:
  • Lead proposal lifecycle, collaborating with technical and pre-sales teams
  • Manage entire proposal process, from draft to final submission
  • Conduct SWOT and competitor analysis to build a bidding strategy
  • Perform email campaigns and cold calling to generate new leads
  • Work closely with Business Development teams to identify opportunities and build strategic partnerships
Requirements:
  • Minimum 8 years of experience in Proposal Management, including SLED and Federal contracts
  • Strong understanding of the US State and Federal acquisition process and experience with systems such as GSA and SAM.gov
  • Proven track record in managing and winning government contracts for IT Services and Staffing
  • Excellent written and verbal communication, editing, and document organization skills
  • Self-starter with ability to manage multiple priorities under tight deadlines
