Role Summary:- PamGro is building a global employer-of-record (EOR) and workforce enablement platform that helps clients compliantly hire and manage talent across borders. The Compliance Manager is expected not necessarily to know all labour laws or statutory requirements across all countries, but to oversee the global knowledge base, augment it through structured research, and apply compliance/HR operations expertise to ensure that our operations across PamGro entities, Avance group geographies, and partner countries remain legally compliant, commercially sound, and audit-ready. This role combines research, compliance analysis, and operational oversight — ensuring every client, partner, and employee transaction meets statutory, documentation, and risk standards. Key Responsibilities 1. Global Compliance Research & Knowledge Bank Build and maintain a global compliance knowledge repository covering active and target geographies,especially UK, Europe, US, and India. Track and update labour laws, income tax rules, employer contributions, visa/employment eligibility, and social security obligations. Partner with in-country counsel or consultants for periodic validation. 2. Operational Compliance Across Owned & Partner Countries Ensure employment-related statutory compliance across PamGro, Avance, and partner-managed geographies. Oversee inter-company transactions, cross-border billing, and other compliance coordination with Finance. Provide risk assessment inputs to Sales/Solutioning on insurance liability, collective bargaining requirements, social security obligations, and other country-specific compliance points, so that commercial teams can provide accurate and compliant solutions to clients. 3. Creation of Compliant Employment & Engagement Solutions Translate country compliance requirements into practical hiring models (employee vs contractor, local vs expat, visa vs remote, etc.). Identify risks in proposed models and suggest mitigation options. 4. Contract & Documentation Advisory Review and recommend compliance-related modifications to client, vendor, and employee agreements (not legal drafting). Maintain clarity on mandatory documents per geography (BGV, right-to-work, tax declarations, insurance certificates). Support vendor and partner onboarding with compliance documentation requirements. 5. Support India Business Expansion As PamGro scales India operations through ODCs, pre-GCC/GCC-lite structures, and domestic staffing: Provide India labour law compliance guidance (EPF, ESIC, CLRA, S&E, PT, POSH, minimum wages, LWF). Ensure documentation and statutory frameworks are aligned for India-based employees. Support India hiring models with compliance clarity during solutioning and onboarding. Profile Requirements: Education & Experience CS / LLB / MBA (HR/Operations/Compliance) preferred. 6–10 years in compliance, HR operations, payroll governance, or global mobility roles within Consulting, global staffing, EOR/PEO, outsourcing, or payroll service firms. Experience working with multi-country employment compliance preferred. Skills Strong research capability; ability to simplify regulations into actionable insights. Understanding of international payroll governance, DTAA, and social security rules. Ability to coordinate across Payroll, HR Ops, Finance, Legal, and partner networks. Pragmatic, detail-oriented, and comfortable balancing compliance with business speed. Familiarity with India labour laws is a strong advantage.
