Job Title: Cost Management SpecialistThe role of a cost management specialist involves overseeing the financial aspects of major infrastructure and building projects. Professionals with 20+ years of experience in quantity surveying, cost management, and contract administration play a crucial part in ensuring that costs are accurately estimated and controlled.Key Responsibilities:Cost Estimation & Planning: Develop detailed cost plans, value engineering proposals, and BOQs; review contractor cost submissions, perform cost variance analyses, and ensure adherence to approved budgets.Contract Administration: Manage full lifecycle of contracts, including drafting, reviewing, negotiating, and administering contract documents; ensure compliance with contract terms, conditions, and statutory requirements.Claims & Dispute Resolution: Assess and prepare claims, EOT requests, commercial justifications; coordinate with legal teams for dispute resolution, arbitration, or negotiations.Procurement & Tendering: Lead tender documentation, bid evaluation, procurement strategy development, pre-tender estimates, tender addendums, commercial clarifications, contractor negotiations, and contract award recommendations.Leadership & Team Management: Oversee quality of deliverables, ensure adherence to company standards, and lead QS teams, cost engineers, and contract administrators; drive continuous improvement in cost and contract management processes.Reporting & Stakeholder Communication: Prepare cost reports, cash flow forecasts, commercial dashboards, contractual status updates; present financial and contractual insights to senior management and clients; ensure transparent and proactive communications on risks and opportunities.Qualifications: Bachelor's degree in Quantity Surveying, Civil Engineering, or related field (Master's preferred); 20+ years of experience in quantity surveying, cost management, and contract administration; strong understanding of FIDIC, NEC, and other international contract forms; expertise in cost-control tools, estimating software, and contract management systems; excellent communication, negotiation, analytical, and leadership skills.
