Required Skills/Abilities:
• Must have expert-level expertise with Microsoft .NET Core/.NET framework 3.5/4.0+
• Must have expert-level competency with C# & VB.Net Language
• Must have expert-level expertise with Object Oriented Programming
• Must have experience in developing Windows/Desktop Application – WinForms, Console
Application, C# & VB.NET Class Libraries
• Must have expert-level expertise with SQL Server 2008/2012
• Must have expert-level expertise with SQL Server Reporting Services (SSRS) and report deployment
• Must have experience in developing web applications utilizing HTML5, JQuery, AngularJS, CSS3 and
JavaScript for UI components.
• Experience with Typescript, NodeJS and ExpressJS, SailsJS or Loopback
• Must have expert-level competency in writing SQL Queries, Stored Procedures, ER Diagrams, SQL
Profiler, Open Queries, DB Link, etc.
• Must have experience with ADO.Net, Entity Data model, Entity Framework 4.0+.
• Must have experience using Telerik controls or other 3rd party library for WinForms
• Must have experience in application performance monitoring and optimizing
• Must have experience using version control and defect tracking systems
• Must have experience in Web services, WCF, XML and SOAP
• Experience with mobile app development frameworks like Ionic or React Native
• Experience developing REST APIs; Experience with claims-based authentication (SAML/OAuth/OIDC),
MFA, and RBAC;
• Experience working with Docker or Vagrant; Knowledge of Photoshop or Sketch
• Knowledge of cloud security controls including tenant isolation, encryption at rest, encryption in
transit, key management, vulnerability assessments, application firewalls, SIEM, etc.
• Must have experience in configuration management, release management, versioning and build
process
• Must have experience in installation, monitoring, upgrade of application executables
• Excellent oral and written communication skills and the ability to clearly articulate to all project
members and stakeholders.
• Team player who works well with technical and non-technical resources.
• Must be organized and good at managing deliverables, meeting notes, presentations, and other
documentation/communications.

• Experience building and supporting mission critical technology components with DR capabilities
• Experience with multi-tier system and service design and development for large enterprises
• Ability to work well under pressure and meet tight deadlines
• High level of motivation, confidence, integrity, and responsibility
• Knowledge of best practices and standards for enterprise security architecture, specifically in
the field of Identity & Access Management, Enterprise Content Management, Collaboration
Tools, Service-Oriented Architecture, Cloud, Mobility, Data Analytics, and Web 2.0 related
services
• Excellent interpersonal skills including the ability to work independently and effectively in a
team/task force as a team member or leader, and with senior staff and managers in the unit
and elsewhere in the WBG
