Quantity Estimation Prepare and validate accurate quantity take-offs for materials labor and equipment required for the project Use engineering drawings specifications and project details to estimate quantities for work completed and remaining Coordinate with the site team to ensure on-site measurements match estimated quantities Bill Certification Certify the bills submitted by contractors suppliers and subcontractors Verify work completed and quantities of materials used against agreed terms drawings and specifications Ensure the invoices reflect accurate measurements and meet project requirements and standards Review and certify monthly periodic progress claims in accordance with contractual agreements Preparation of Interim and Final Bills Prepare interim bills based on the work progress and certify them for payment Prepare and issue final bills after project completion ensuring all work is accounted for and meets contract terms Ensure that all claims for extra work are validated and supported with proper documentation Cost Tracking Monitoring Track and report on the budget vs actual expenditure for materials labor and other resources Assist in monitoring project costs to identify any discrepancies and ensure that the project stays within budget Collaboration Communication Work closely with site engineers procurement teams and contractors to track the progress of the project Liaise with clients subcontractors and vendors for queries regarding billing and payments Coordinate with the finance department to ensure that invoicing is done correctly and on time Documentation Record Keeping Maintain proper documentation for all billing invoices payment certificates and related correspondence Ensure all records are filed correctly and are accessible for audits and future reference Compliance Standards Ensure all billing procedures comply with legal contractual and company standards Ensure adherence to safety quality and environmental standards during estimation and billing processes Reporting Provide periodic reports on billing and quantity estimation progress Prepare detailed reports for senior management on cost forecasts budget status and payment approvals Skills Qualifications Education Bachelors degree in Civil Engineering or a related field Experience 5 years of experience in construction billing quantity estimation or a similar role Technical Skills Proficiency in construction management software and tools e g MS Project Primavera AutoCAD or equivalent Advanced knowledge of quantity surveying and bill certification Strong knowledge of construction materials labor costs and project management principles Soft Skills Attention to detail and strong analytical skills Excellent communication and negotiation skills Ability to work in a team environment and handle multiple tasks under tight deadlines Strong problem-solving abilities Working Conditions Full-time office and field-based work Occasional site visits to assess work progress and verify quantities Desired Attributes Proactive organized and able to manage time efficiently Ability to handle a high volume of work with accuracy and meet deadlines Strong organizational skills and a methodical approach to task management
