About eGov Foundation eGov Foundation is a philanthropic mission that exists to improve the ease of living for citizens. Our focus areas are urban, health, sanitation and public finance management. The process results in significant delays in funds reaching the last mile; uncertainty for intended recipients; the administrative burden for front-line managers; poor quality of audit and large amounts of unutilised funds. By one estimate, at any given time there is an unspent balance of approximately Rs. 1 lakh crore parked in various bank accounts across the administrative system. Over the last two decades, the public finance management (PFM) domain has witnessed remarkable transformation brought about by government agencies adopting technology to perform their duties. These digital platforms have successfully harnessed vertical efficiency gains within government departments, leading to benefits in cash management, accounting, streamlining revenue, expenditure, and payments, and improved fiscal accountability. As these systems become pervasive across the government a new aspiration for governance emerges: information exchange between government agencies across levels. The next wave of digital transformation hinges on the seamless exchange of data between different departments and government agencies, enabled by horizontal interoperability. The exchange of data between different government agencies holds immense potential with several key benefits such as enhanced state capacity: by unlocking revenue generation efficiencies, and improving the quality of government expenditure. The Public Finance Management (PFM) Mission at eGov aims to improve the capacity of Governments, adapt to dynamic and evolving governance needs, and ensure a functioning and responsive service delivery system by deploying available funds in ways that create and strengthen the enabling environment for businesses and individuals to prosper and stay healthy. This is being done through the creation of the iFIX platform, underpinned by a set of open source specifications that allow seamless exchange of standardised fiscal and service information, to augment governance outcomes. About the Role The Engagement Lead - PFM will act as a strategic advisor for implementation of Digital PFM initiatives, leading high-impact engagements with government and multilateral partners. This role combines deep technical and functional expertise with relationship management skills to drive the adoption of eGov’s PFM platforms and ensure sustainable, scalable outcomes. Key Responsibilities The Engagement Lead will drive high-impact advisory engagements to transform public financial management through key initiatives of the PFM team at eGov. This role combines strategic advisory, government partnership, and thought leadership to scale eGov’s platforms and influence policy in this space. 1. Advisory & Program Leadership 2. Lead end-to-end advisory engagements as part of our PFM transformation programs, from scoping and solution design to implementation support and impact assessment. 3. Serve as a trusted advisor to government leaders, providing strategic guidance on digital transformation, reform design, and change management. 4. Monitor programmatic progress and alignment with objectives, including field-level service delivery outcomes. Design and implement interventions to bring programs back on track as needed. 5. Programme Engagement Design & Scaling 6. Develop standard frameworks, tools, and templates for engagement delivery, ensuring consistency and quality across projects. 7. Collaborate with the program and partnerships team to identify new opportunities, draft proposals, and scale our digital PFM platforms. 8. Co-create tailored PFM programs with state and central governments, focusing on institutionalising DIGIT and iFIX for long-term service delivery impact at scale. 9. Stakeholder Enablement & Advocacy 10. Facilitate workshops, training sessions, and stakeholder consultations to build ownership and drive adoption of eGov programs. 11. Represent eGov in thought leadership forums, contributing to global discourse on digital governance and public finance using a DPI approach. Qualifications & Skills - Master’s degree in Public Policy, Management, Economics, or a related field. - 10–12 years of experience in public sector consulting/ advisory, or technology implementation, with a focus on governance or PFM. - Demonstrated success in managing complex partner engagements and delivering measurable outcomes. - Strong interpersonal, negotiation, and presentation skills. - Familiarity with digital transformation, open-source platforms, and public financial management systems. - Ability to operate independently, manage multiple projects, and thrive in a fast-paced, mission-driven environment. - Prior working experience with government and/ or multilateral agencies is a must. You are an Ideal Candidate if - You are deeply motivated to work with government stakeholders to improve the functioning of our public institutions. - You believe that technology is a key lever for change. - You have a track record of working with government stakeholders across various projects and initiatives and maintaining strong relationships to enable success. - You enjoy engaging with bureaucrats and multilateral stakeholders on digital transformation and are unafraid to speak your mind with diplomacy and courtesy. - You can draft advisory recommendations to present a point of view using data, linkages to existing policies and mandates, as well as implementation recommendations that leverage existing institutional structures and programs. - You should have at least 10 years of experience, with 5+ years in government-facing roles where you have had primary responsibility for managing government advisory/ relationships for your organization/programs.
