Job Description The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The primary focus of this role is the implementation, monitoring, and evaluation of the project titled True Value Accounting: Making the Economic Case for Food Systems Transformation in India and Kenya. This position is located in the Economics of Nature Unit, Biodiversity and Land Branch, Ecosystems Division, at the New Delhi duty station. Under the direct supervision of the Head of the Economics of Nature Unit, the incumbent will be responsible for the following tasks: - Participates in the development, implementation, and evaluation of The Economics of Ecosystems and Biodiversity (TEEB) project titled True Value Accounting: Making the Economic Case for Food Systems Transformation in India. Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Identifies and analyzes potential domestic public and private sector opportunities to advance a sustainable food system transformation in selected states and nationally in India. - Provides strategic and substantive support and advice to implementing and executing entities to promote food systems transformation in India. - Facilitates collaboration between partners and stakeholders in India, including: - TEEBAgriFood political focal point in India - TEEBAgriFood research institutes - Ministry of Agriculture and Farmers Welfare - Ministry of Environment, Forestry and Climate Change - Members of the TEEB India Project Steering Committees - Other relevant stakeholders - Identifies challenges, opportunities, priorities, and needs for policy mainstreaming of food systems transformation in India. - Identifies linkages between TEEBAgriFood applications in India and other countries; provides advice to other project-implementing countries on India's experience and lessons learned. - Assists in policy development, including review and analysis of issues and trends related to environment and food systems in India; prepares evaluations, research activities, and studies. - Prepares various written outputs, including draft background papers, analyses, sections of reports and studies, and inputs to publications pertaining to TEEB for Agriculture and Food in India. - Provides substantive support to consultative and other meetings and conferences, including proposing agenda topics, identifying participants, and preparing documents and presentations. - Reviews and provides quality feedback on deliverables submitted by implementing partners, specifically regarding reporting against results and lessons learned. - Undertakes outreach activities, including conducting training workshops, seminars, and presentations on the TEEB Approach and on mainstreaming results of ecosystem service modeling, including via geospatial platforms. - Participates in or leads field missions, providing guidance to external consultants, government officials, and other parties, and drafts mission summaries. - Develops, via a participatory and consultative process, a roadmap for policy implementation based on scenarios evaluated by research institutes through the TEEBAgriFood Evaluation Framework. - Coordinates activities related to budget and funding, including programme/project preparation and submissions, progress reports, financial statements, and related documents (pledging, work programme, programme budget, etc.). - Coordinates the development of short-, medium-, and long-term strategic plans for the project, including timely annual and quarterly work plans while considering emerging issues. - Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. - Ensures that requirements and background information used for data analysis are properly documented. - Performs other duties as required. Qualifications and Experience: - Advanced university degree (Master's or equivalent) in Economics, Applied Economics, Environmental Science, Natural Resource Management, Ecological Economics, Environmental Economics, Resource Economics, Agricultural Economics, or a related field. A first-level university degree with qualifying experience may be accepted in lieu of the advanced degree. - Minimum five years of progressively responsible experience in project or programme management focused on environmental economic valuation methodologies, including ecosystem services valuation, cost-benefit analysis, or natural capital accounting. - Experience with Geographic Information Systems (GIS) and spatial tools for modeling ecosystem services is required. - At least two years of project management experience relating to agri-food issues. - Experience working on agri-food systems transformation in India is desirable. - Two or more years of experience in data analytics or a related area is desirable.
