Process Safety Professionals play a vital role in identifying, assessing and then systemically minimizing risks in our assets by designing and enhancing design integrity, technical integrity, operational integrity and integrity leadership principles. Technical Safety Engineering refers to specialized (technical) services, processes, and procedures applied to our assets throughout their life cycle (concept selection, detailed design, commissioning and start up, operation, and decommissioning). Technical Safety Engineers’ competencies range from Major Hazard Management, Facility Siting, Consequence Modelling, Process Safety Risk Assessment and Management, Fire Safety Engineering, Reactive Hazards Management, Quantitative Risk Studies, Hazards and Effects Management, Safeguarding and Relief Systems, Safety System Design, Management of Change, Investigation and Competency Assurance.

The SEAM organization integrates Safety, Environment & Asset Management activities and positions from existing lines of business (Integrated Gas, Downstream & Upstream) and central teams (PTS, Asset Management Excellence). With a broad geographical footprint, the team is enabled to support Shell’s business & assets around the world.

**What’s the role?**

The purpose of this role is to provide Technical Safety Engineering (TSE) support to all Shell businesses as well as JV and Third-party support. The role supports the Managing Risk Manager in execution of technical safety reviews of existing facilities, support safety reviews of new projects, start-up reviews, delivery of technical safety training to multinational customers.
- Provide consistency of Process Safety Reviews across the various Shell businesses.
- Support process safety reviews for projects such as Desk Top Safety Reviews/HAZOPs, Safety Cases, Bow-Tie Reviews, HAZIDs and Pre-Start-up Safety Reviews.
- Provide Technical Safety support and advice to projects during various stages of project development and execution.
- Provide coaching and guidance to site personnel to develop TSE competencies.
- Lead Process Safety Assessments for Downstream Manufacturing Sites or Technical Safety Reviews for other businesses in UP or IGNE.
- Deliver technical safety discipline training courses to multinational audiences (such as Technical Safety Engineering course, Flare and relief course, and HEMP/LOPA)
- Participate as needed on the extended teams / sub-committees / SME networks supporting the risk focus areas or global process councils.
- Maintain high level of personal competence in expertise area.
- Comply with the commercial management framework (development of project budgeting, contract negotiation, Deal Management, etc.), P&T Business Management System and HSSE&SP Control Framework, AMS and Shell Group Framework.

**What we need from you**
- Bachelor’s degree in a scientific or engineering discipline, preferably Chemical Engineering.
- Minimum 7 years oil & gas business experience
- Can support study teams for process safety reviews.
- Deep technical understanding of hazard identification, consequence and risk assessment models
- Previous experience in Technical Safety engineering

TSE Competence Framework:

- Proven ability to transfer knowledge and stay aware of current trends and advancements.
- Familiarity with the Project Delivery Framework
- Experience in participating in formal HAZOPs is an advantage but not a pre-requisite.
- Experience with flare and relief system design is an advantage but not a pre-requisite.
- Person with asset experience with integration of process safety requirements in assets is preferred.
- Strong communication and reporting skills are essential, as is fluency in written and spoken English.
