Key Responsibilities:
Group: ND’s Office

Location: Mantambe AP

Reports to: Strategic Information Technical Lead

Provides supervision to: N/A

Grade Level: 13

Purpose of the position:
This position is responsible for the implementation of monitoring and evaluation systems for the Likusasa Ngeletfu project working with the Senior SI Officer. He/ she will provide support in data quality management including ensuring that systems are in place for data management, data quality assessments and verification.

Major Responsibilities:
Key Outputs/Responsibilities

M&E systems
- Support the SI unit in developing and strengthening monitoring, verification and evaluation standard operating procedures and systems.
- Ensure availability and consistent use of correct data collection tools among team members for program monitoring
- Support the development of a M&E plan and ensure periodic review and update of the plan
- Coordinate the collection of data from project sites and weekly submission of data sources for verification and data entry purposes

Data quality management
- Conduct weekly data verification and spot-checks for data quality assurance and address data quality issues as they emerge
- Facilitate data quality reflection meetings with the project team
- Collating and analyzing data on a weekly, monthly, quarterly, semiannual and annual basis
- Training and mentoring program officers and community cadre on data collection and data quality

Program monitoring
- Support the Senior SI Officer in the identification and tracking of key performance indicators and benchmarks for effective monitoring of programs.
- Conducting field monitoring visits to check on program progress in close collaboration with the Senior SI Officer
- Provide feedback to the Management on the effectiveness of project strategies and activities;

Program Evaluation
- Provide support to the external evaluation team and processes
- Facilitate the organisational learning from evaluation processes and results
- Lead the analysis and utilisation of secondary quantitative and qualitative data to inform the program

Training
- Training community cadre and staff on the use of data collection tools and interpretation of indicator protocols
- Training and mentoring of program team on data collection tools and M&E standards

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

- Minimum Qualification required: A Bachelor of Arts in social sciences with major in statistics, demography or related field, a Bachelor degree in Health is an added advantage
- Experience: Must have Experience in monitoring and evaluation of health, HIV projects
- Experience in working in WVS an added advantage
- Preferred: A Bachelor of Arts in social sciences with major in statistics, demography
- Technical Skills & Abilities:

- Must Ability to use Microsoft programs including Word, Excel, Access and statistical analytical packages including SPSS and Stata
- Must be fluent in English, both written and spoken. Must be committed to the transfer of knowledge to those working with communities.
- Must be willing and ready to travel extensively within and outside Swaziland.
- Self-starter and able to work with mínimal supervision

Working Environment / Conditions:

- Work environment: spending 50 % of his/her time in the office
- Travel: spending 40 % of his/her time visiting programmes
