**I. Introduction**
1. At present the management of traffic and transportation system in Chennai Metropolitan Area (CMA) is fragmented and several government agencies are involved in it. For optimum utilization of resources, a greater coordination and streamlining of activities among all the concerned agencies is essential. Therefore, Government of India (GoI) insisted to establish Unified Metropolitan Transport Authority (UMTA) under its National Urban Transport Policy (NUTP) 2006 that was revised in 2014. Consequently, the Chennai Unified Metropolitan Transport Authority (CUMTA) was established by the Government of Tamil Nadu (GoTN) through the CUMTA Act, 2010 and the Rules for CUMTA were notified during January 2019.
2. The creation of CUMTA was a step towards integrated and sustainable urban mobility for Chennai. It is better placed to manage the existing institutional gaps and overlaps amongst various agencies in tackling urban transport issues at optimum utilization of resources. The jurisdiction of CUMTA extends over the whole of Chennai Metropolitan Area (CMA).
3. Currently, CUMTA is functioning under Housing and Urban Development Department with ‘Special Officer’ to execute the duties of Member-Secretary, CUMTA.
4. To fully operationalize CUMTA’s functions in the urban mobility sector, additional experts/professionals, are now required.
5. The role, key responsibilities, qualifications, work experience and additional competencies required for the post of Social Expert are given below:
**II. Name of the Post**:Social Expert
**III. Role**: a. To provide insights, guidance, and strategies for addressing social issues and promoting positive social change. b. To examine social issues, inequalities, and challenges to gain a comprehensive understanding of the factors influencing social dynamics and interactions. c. To collaborate with various stakeholders, including government agencies, non-profit organizations, academic institutions, and community leaders and participate in networks, conferences, and forums to share knowledge, exchange ideas, and foster partnerships to address social issues collaboratively. d. To review and provide inputs regarding social aspects of urban mobility matters in the domain of CUMTA. e. To ensure all social safeguards have been duly undertaken in all studies/projects proposed by CUMTA.
**IV. Key responsibilities**
a. To oversee and undertake due diligence from social perspective for CUMTA projects.
b. To conduct research to gather data and information on social issues, trends, and phenomena, which involves designing research methodologies, collecting and analyzing data, and interpreting findings to generate insights and recommendations.
c. To analyze social issues, inequalities, and challenges within a society from the perspective of urban mobility.
d. To examine the root causes, consequences, and impacts of social issues to gain a comprehensive understanding of the social dynamics at play.
e. To assess the social impact of policies, programs, and interventions and provide recommendations for improvement based on their findings.
f. To actively engage with communities to understand their needs, concerns, and aspirations through community dialogues and community assessments.
g. To identify critical projects and suggest appropriate mitigation measures, coordination between the engineering, environment & social departments to rationalize the plan.
h. To impart training to consultants for conducting field study, carry out initial screening, socio-economic study of likely affected.
**V. Qualifications and Work experience**
a. Post-graduate in Social-work or Sociology or Social sciences, Public Policy or Economics or relevant field.
b. Minimum 10 years of experience in social development sector or social policy & analysis or social safeguard’s function or equivalent of any public / private sector entity.
c. Minimum 3 years of experience in any multi-lateral agency funded projects or similar national level repute projects are desirable.
d. Should be familiar with the working of State Government/Central Government/Projects funded by multi-lateral Agencies and preferably, work experience with a wide range of stakeholders including NGOs and international organizations.
e. Strong understanding and past experience of implementing World Bank and other multilateral funding agency’s Social Safeguard policies and ESHS guidelines.
f. Research publications and Certifications in areas such as community development, social impact assessment, social policy analysis or equivalent will be an added advantage.
g. Support in planning and conducting surveys, audits and outreach programs.
h. Good understanding of legal and policy requirements related to human rights, resource access, land rights, forest rights and preservation etc.
