**Introduction**:
The Transboundary Rivers Ecologies and Development Studies (TREADS) Initiative at the Centre

for Policy Research, New Delhi targets policy thinking and public discourse on water governance

in India. It encompasses and embodies our research and policy engagement interests in

transboundary political ecologies, river water governance, and development studies.

**Project Overview**:
Develop and redesign the existing TREADS website as a standalone knowledge portal and serve

as a repository for all TREADS related work.

**Project Goals**:

- Create a new information architecture and data migration from the existing website
- Design a new visual language
- Create and manage databases and charts
- Custom visualisations
- Website maintenance

**Scope of Work**:
➔ **New Information Architecture**
- Compilation of the existing research and databases
- Create a template to present/showcase the existing databases using filters - themes,

keywords, areas of focus
- The new information architecture should be easy to navigate and update/modify
- Upgrade C&C Map including integration of updated India’s inter-state water

agreements/international water cooperation data. The map should have a revamped

colour scheme, interactive design and provision for expansion of scope to the South

Asia region
- Developing Conflict and Cooperation (C&C) Monitor to track latest news on inter
- state water dispute conflict and cooperation and integrate it with the website

➔ **New Visual Language & Redesign of the Website**
- Design an interactive homepage which can serve as a gateway to the entire website

and should provide navigation/prompts for all the sections of the website
- Design categories for all the projects: individual infographics for each project
- past/ongoing/future
- User-centric design, enhanced user experience (UX) and user interface (UI) design.

The website should be easy to navigate, and visually appealing to engage various users

effectively
- Blogs/Visuals/Infographics - Innovative ways to share visuals/blogs and use creative

keywords/images so that all information related to that particular project can be

accessed by clicking that image or keyword
- Innovative ways to share visuals, blogs on the website, and social media platforms
- Compatible and responsive with both desktop and mobile users across Windows, iOS

and Android platforms
- Attracting new users by optimizing the website for search engines
- Ensuring the website adheres to universal accessibility principles

➔ **Database Management**
- Migration of various existing spreadsheet based databases from the pilot website and

TREADS research outputs to the new website and add various functionalities such as

search and filter. This should also include provision for expansion for ongoing and

future research outputs
- The database should be easily accessible, navigable and user friendly for a wide range

of users

➔ **Training & Self Management of Website**

**Submission Requirements**:
**Timeline**: 5-6 Months for Design, Development, Implementation and launch of the Website.

Operations and Maintenance of the Website for a period of 3-6 Months from the date of the

successful launch of the website.

**Technical Requirements**: The Bidder should be a System Integrator (SI)/ Website Development

firm and should be in operations in successful System Integration/ Website Development/ Website

Customization & Implementation anywhere in India for at least five years as on 1st October 2023.
