Minimum Qualification

B.TECH/B.E

**Job Description**:
Responsible for on time placement of orders, signing of subcontract / Charter Party agreements, & mobilization of marine vessels, manpower, Equipment etc. and to keep cost within the allocated TP and ensure monitoring mechanism in place to achieve the same for Subcontract Services section.

Identify and mitigate the risk. Briefing to Head-SCM & management on the status in respective categories and key issues / strategic aspects for enabling necessary actions, at least on a monthly basis.

The responsibilities shall also include:

- Suggest pre-bid and post-bid strategies to the HSCM and Estimation team.
- Total cost of ownership.
- Plan and assess potential opportunities for strategic sourcing activities.
- Deciding on strategy for negotiation.
- Periodic review with PMT & Marine operations on the project and escalate to HSCM as and when required.
- Ensure all compliances out lined by the Department are met for SC services section.
- Ensure implementation and adoption of various digitalization initiatives within the team.
- Interface with the senior management team of the Suppliers. Change Order management with Suppliers.
- Ensure uniformity in process and documents across the section.
- Ensure contractual compliances for P.O. with GPC /GCC/ Sub-Contract Agreement/ CPA, as applicable and manage deviations with appropriate authorities.
- Propose expediting visits required by the section to the HSCM.
- Provide inputs to PMT for managing Change Orders with Client and support in securing the same.
- Approval of PCN’s which are initiated by Category Buyer supported by technical / commercial justifications.
- Periodic review of Cost Committed and Projected Vs. allocated TP for respective Section.
- Optimize resources within section and advice HSCM on needs / developments.
- Mentoring the Category Managers & Category Buyers on all aspects of Procurement.
- Formulating and monitoring KPIs for SCM personnel assigned to Buying team.
- Implementation of best industry practices/ philosophy (wherever applicable), incorporating the same in view of dynamic market trends.
- Identify training needs for the Section.
- Ensure smooth transition between Pre and Post - order teams.
- Assist in resolving conflicts with Suppliers during any stage of order & Execution.
- Vendor development & Financial assessment
- Proposing and supporting continuous improvement digital initiatives for eliminating process tasks that are paper-based and those that require manual information transfer.
- Ensuring that the CM onboards the prospective/finalized Suppliers to Ariba prior to formalization of PO.

Close coordination with Marine Operations & PMT.

Ensure no delay in documentation / statutory clearance. Shall take-up, non-performance / issues raised by execution team, with sub-contractor for resolution and corrective action.

PO close out & ensuring timely payment thru close coordination with F&A.
