We have a twoandahalfyear hybrid/remoteSenior Project Manager contract that may be extended by our clientfor another 2 years. The anticipated start is April 1 2024 throughSeptember 30 2026.

When working remotely theSenior Project Manager shall adhere to our clients teleworkpolicies and procedures. All remote work arrangements must bepreapproved by our client. Any onsite work would be carried out atour client offices in Sacramento California.

Thetechnology supporting our clients systems is nearendoflife and atechnology refresh is required. As many of the assumptions andprocesses that the system was originally based on are no longervalid or have significantly changed. Our client has embarked on aproject to move system to a cloudbased Software as a Service (SaaS)or Platform as a Service (PaaS) solution. The project representssignificant changes to technology and business processes followedby users of the system. As such our client is seeking OrganizationChange Management (OCM) services to support the system transition.OCM services will involve outreach to the program and stakeholdersaffected by the implementation of the new system.

The Senior Project Manager has full responsibility tomanage and oversee all aspects of the most complex InformationTechnology initiatives and work collaboratively with ProductManagers to deliver Information Technology products services orsystems. This includes but is not limited to managing both externaland internal Information Technology project teams and interactingwith department heads agency secretaries at the user agency Statecontrol agencies and individuals of similar status and capacity inthe private sector.

The Senior Project Managerdetermines project scope requirements and deliverables forInformation Technology projects with clients or customers. Theydefine develop modify or provide input to project plans; theyimplement project plans to meet objectives; coordinate andintegrate project activities; manage lead or administer projectresources; monitors project activities and resources to mitigaterisk; implement or maintain quality assurance processes; makeimprovements solve problems or takes corrective action whenproblems arise; gives presentations or briefings on all aspects ofthe project; participates in phase milestone and final projectreviews; identifies project documentation requirements orprocedures; and develops and implements project schedules andrelease plans.

The Senior Project Manager;conducts analytical studies feasibility studies costbenefitanalyses; evaluates monitors or ensures compliance with lawsregulations policies standards or procedures; identifies standardsor requirements for change management; participates in changecontrol (for example reviewing change requests); implementsinformation systems security plans and procedures; and ensuresappropriate product related training and documentation aredeveloped and made available to customers. Senior Project Managerssupport Product Owners and Product Managers in product vision androadmaps for projects that use agile or iterativemethodologies.

TaskSummary

  • Task Management
    • Prepare/update Task Accomplishment Plan (TAP).
    • Prepare Monthly Status Reports(MSR).
    • Detailed Project Schedule. Provide adetailed project schedule with specific milestones and scheduledates and estimated resource expenditures that cover the durationof the contract and addresses each identified task anddependencies. This schedule will identify the staff resourcesneeded for each step and how much of their time will be required.Schedule will be provided in Microsoft Project format and updatedas needed.
    • Work Authorization (WA)Form.
    • A signed WA Acceptance Document (WAAD)is required for each project task/deliverable identified in aWA.
    • Weekly Team Project Status Meetings.Participate in the Weekly Status Meetings. Contribute OCM projectupdates and discuss OCM risk and/or issues.
  • Project Initiation
    • Meetwith the client team to understand scope constraints expectationsand define meeting cadence and reporting criteria. Identify keystakeholder groups and communications plan.
    • Develop Work Authorizations.
    • ProjectKickoff Meeting. Help develop and deliver the OCM project kickoffpresentation.
  • Readiness Assessment
    • Assess currentreadiness and recommend appropriate OCM activities needed toachieve desired results within the project timeline.
    • Develop OCM Assessment plan that includes the assessmentstrategy assessment materials scoring/analytical method forResponses and communication approach.
    • Conductassessment based on approved plan present results to the clientteam.
  • OrganizationalChange Management Plan
    • Using results fromAssessments develop the Organizational Change Roadmap andOrganization Change Management Plan including but not limited to:OCM Roadmap (tasks and milestones in a graph Stakeholder ManagementCommunications Plan including target dates Resistance ManagementPlan for each stakeholder group Training Plan OCM Dashboard fortask and activity tracking.
  • Direct and Perform OCM Work
    • Performthe work defined in the approved OCM and Project Work Plans. Trackand report progress following guidelines established in the ProjectWorkplan and OCM Plan. Attend and/or schedule meetings as requestedby the client Project Manager.
    • Developtraining materials and facilitate training to projectstakeholders.
    • Coordinate stakeholderengagement activities including but not limited to: Focus groupsUser Acceptance Testing (UAT) demonstrations and town hallmeetings.
    • Track and report progress followingguidelines established in the Project Workplan and OCM Plan.
  • Knowledge Transfer
    • The Senior Project Manager shall deliverspecific stakeholder and OCM knowledge to client staff viaappropriate training and mentoring sessions and materials asrequested by our client. This task includes but is not limited tothe following: facilitate periodic retrospective sessionsthroughout the project and assist the Project Manager with inputsto the postimplementation evaluation report develop and recommendpublished training materials related to OCM activities conductedduring this engagement provide mentoring training and/or knowledgetransfer to the client program staff applicable to the changemanagement practices utilized and including best practices andtechniques implemented during this engagement.
  • Project Closeout
    • Work with our client to identify key focus areas forlessons learned. Conduct one or more lessons learned sessions.Produce lessons learned report and present to the client projectteam. Recommendations for improvements on future OCMefforts.

Minimum Qualifications

  • Must possess a bachelors degree. Additionalqualifying experience may be substituted for the required educationon a yearforyear basis.
  • Must have a validProject Management Professional (PMP) certification from theProject Management Institute (PMI) that will be verified by ourclient. The PMP certification is required and may not besubstituted with additional experience.
  • 7years of broad extensive and increasingly responsible experienceapplying PM principles methods techniques and tools.
  • 4 years of the 7 years of broad extensive andincreasingly responsible experience applying PM principles methodstechniques and tools must have been as a senior PM of one or morelarge or complex IT projects.
  • Must possess anOrganizational Change Management (OCM) certification from arecognized certification body or accredited educationalinstitution.
  • 2 years of experience deliveringOCM work products and managing OCM workstreams.
  • Must have experience delivering OCM work products andmanaging OCM workstreams on at least one IT implementationproject.

DesirableQualifications

  • 2 years ofexperience in a lead capacity leading OCM activities and developingOCM work products.
  • Experience delivering OCMwork products and managing OCM workstreams on at least two ITimplementation projects.
  • 5 years ofexperience delivering OCM work products and managing OCMworkstreams for a state local or federal governmententity.
