Job Description The Billing Manager plays a pivotal role in ensuring the financial accuracy, compliance, and efficiency of project billing processes within the construction industry. With 15–20 years of progressive experience in construction billing and financial operations, this individual will lead the end-to-end billing lifecycle for large-scale, complex projects, ensuring timely and accurate invoicing, revenue recognition, and client satisfaction. The role requires a deep understanding of construction contracts, change orders, progress billing, and cost accounting, with a focus on minimizing billing discrepancies, improving cash flow, and maintaining strong relationships with project teams, clients, and finance departments. This position is critical to the organization’s financial health and operational success, serving as a bridge between field operations and corporate finance while driving continuous improvement in billing systems and processes. Responsibilities Oversee the preparation, review, and submission of project billing statements in alignment with contract terms, project milestones, and client requirements. Lead the validation of cost data, change orders, and progress reports to ensure accurate and compliant billing documentation. Collaborate with project managers, estimators, and superintendents to gather and verify project progress data for billing purposes. Manage the reconciliation of billing records with accounting systems to ensure financial accuracy and timely revenue recognition. Develop and maintain standardized billing templates, workflows, and internal controls to improve efficiency and reduce errors. Identify and resolve billing discrepancies, delays, or disputes with clients and internal stakeholders promptly and professionally. Provide regular reporting on billing performance, outstanding receivables, and cash flow projections to senior leadership. Mentor and guide junior billing staff, ensuring adherence to best practices and compliance with company policies and industry standards. Partner with the finance and legal teams to ensure compliance with contractual obligations, tax regulations, and audit requirements. Implement process improvements and leverage technology (e.g., ERP systems, project management software) to enhance billing automation and accuracy. Requirements Bachelor’s degree in Accounting, Finance, Construction Management, or a related field; CPA or PMP certification is a plus. 15–20 years of progressive experience in construction billing, preferably within large-scale infrastructure, commercial, or industrial projects. Proven expertise in progress billing, change order management, retai nage handling, and contract compliance. In-depth knowledge of construction accounting principles, cost tracking, and revenue recognition (ASC 606). Advanced proficiency in ERP systems (e.g., SAP, Oracle, Procore, or similar) and Microsoft Excel (pivot tables, VLOOKUPs, macros). Strong analytical, problem-solving, and organizational skills with a high level of attention to detail. Excellent communication and interpersonal skills, with the ability to collaborate across departments and negotiate with clients. Experience leading billing teams and driving process optimization initiatives. Ability to manage multiple projects under tight deadlines while maintaining accuracy and compliance. Experience with project closeout billing and final invoice reconciliation. Requirements Manage the day-to-day operations at the construction site, ensuring project timelines, quality, and safety standards are strictly adhered to. Review project drawings, specifications, and schedules to plan construction activities efficiently. Coordinate with architects, consultants, subcontractors, vendors, and internal teams to ensure smooth project execution. Monitor project progress, resource utilization, and budget compliance, taking corrective actions as needed. Lead site meetings and provide regular progress reports to management and clients. Ensure compliance with statutory regulations, quality standards, and safety norms on-site. Identify and resolve potential issues proactively to avoid project delays or cost overruns. Supervise material procurement and inventory management at the site. Mentor and guide project engineers, supervisors, and site staff.
