Overview

India has made significant strides in reducing malaria-related deaths and cases and is committed to ambitious vision of malaria elimination by 2030. The National Centre for Vector Borne Disease Control (NCVBDC) is the nodal agency for prevention and control of six vector borne diseases (VBDs) . Malaria, Dengue, Lymphatic Filariasis, Kala-azar, Japanese Encephalitis and Chikungunya oversees technical guidelines & policies to guide the programme strategy and its implementation.

WJCF supports the ambitious vision of accelerating elimination of Visceral Leishmaniasis by 2023 and Lymphatic Filariasis by 2027 and, under the guidance of NCVBDC, extends technical support to strengthen capacity for LF and VL elimination, enhance disease intelligence and analytics for improved programme management, spur dynamic innovations across disease portfolios and supports the program in steering partnerships and multi-sector response. WJCF plans to extend similar support to malaria elimination and is seeking a highly motivated individual as the Senior Programme Officer (SPO).

Position Summary

The SPO would be expected to play a critical role in supporting the vision of malaria elimination. To that end, the SPO will work closely under the guidance of NCVBDC, State malaria programmes and other teams to conduct a situational assessment and work with stakeholders to ensure strengthened governance, partnerships, and management of the program. The position will report directly to the Team Lead, Technical Support Unit at the NCVBDC and another Program Leads at NCVBDC.

Responsibilities

· Working under guidance of NCVBDC and TSU team to strengthen and nurture collaborative relationships and ensure programmatic synergies.

· Providing technical support to malaria program to strengthen routine disease and entomological surveillance systems and align strategic priorities on surveillance and strengthening program monitoring systems.

· Supporting NCVBDC in building capacity on surveillance and response, enhancing availability of routine monitoring data across disease verticals and monitoring data from partner agencies.

· Communicating effectively across a matrixed organization and coordinating resources to ensure specific project goals are met.

· Exploring collaborations with national and sub-national malaria control programs, as well as other relevant stakeholders, to ensure coordinated efforts towards malaria elimination

· Driving the development of the intervention package in close collaboration with NCVBDC and other partners using an evidence base of existing quantitative and qualitative data metrics available.

· Exploring partnerships with professional medical associations and nursing bodies to develop training programs and organize CMEs

· Supporting NCVBDC in developing programme updates and provide evidence-based information with data analysis for decision making and corrective measures.

· Developing, managing, and fostering further collaborative relationships with key stakeholders

· Other responsibilities as needed.

Qualifications

· Master’s degree in public health, business administration, policy, international development, or relevant field.

· Minimum of 6 years of work experience with increasing levels of responsibility and leadership, and experience working in public healthcare would be highly valued.

· Highly effective written and oral communication skills including the ability to develop and deliver persuasive and visually compelling presentations.

· Exceptional problem-solving solving and analytical skills

· Experience in strategy development, planning, and project implementation.

· Demonstrated ability to learn quickly, connect the dots, and think ‘outside the box’.

· Experience in capacity building, mentorship, and management of remote or decentralized teams.

· Exceptional organizational skills and attention to detail

· Ability to work independently in unstructured settings and to adapt to new environments and challenge.

· High levels of proficiency with Microsoft Word, Excel, and PowerPoint

· Willingness to travel 25-30%

Skills & Traits

· Knowledge of malaria, NTDs or other global infectious disease priorities would be desirable.

· Experience living or working in resource-limited countries.

· Experience working and communicating with government officials and multilateral organizations.

· Experience working remotely with a decentralized/remote team.

· Experience or knowledge of health finance, public finance, or finance for development.
