Job Description/Scope of work for the SME
Common functions:
i. To assist the Network Planning Group (NPG) on the matters related to PM Gati Shakti and National
Logistics Pollcy (NLP).
ii. To provide expertise for integration of interconnected multimodal network transport and infrastructure
for efflcient movement of people, Goods and services.
aai. Assist in improving decision making through effective logistics data analytics, standardasation through
streamlining of processes
iv. Assessment of project proposals included in the PM Gati Shakti National Master Plan in consultation
with other domaan speciflc SMEs, Offlcers of TSU, Logistics Davision and Line Ministries/Depa(ments.
v. Examination/ evaluation of projects on PM Gati Shakti principles like logistics efficiency, utility to economic clusters, integrated approach to planning, perspective of multimodality and area development approach.
vi. Having knowledge/aware of Government policies, regulations and best practices, principles to the
extent relevant to the Subject matter/PM Gati Shakti/National Logistics Policy with a focus on
sustainable and inclusive development principles.
vii. Preparation of reports, presentations, and other communication materials to convey landings,
recommendations and implementation strategies and play role in capacity building.
viii. Knowledge for use of project management tools and techniques, as well as digital technologies such
as GlS, Transportation modelling softvvare etc. during evaluation of project proposals.
ix. Economic Nodes are important for critical evaluation of infrastructure projects. Accordingly basic
understanding of economic nodes i.e. SEZ, CFS, lCDs, industrial nodes, Export Oriented Districts etc. is
desirable.
xi. Any other work related to PM Gatishakti, Network Planning Group, National Logistics Policy in
particular and Logistics Sector in general.
x. To collaborate with government agencies, prlvate sector partners, and international organizations to
develop innovative solutions for critical gaps in integrated planning.
Position : Transport Planner/ Logistics Expert
Location : New Delhi
Experience, Educational Qualification:
Minimum
Graduate degree in logistic, planning, economics, geography, public policy, or a related field
Desirable
Post-Graduate and above
The Transport Planner will be responsible for the strategic planning, development, and optimization of transportation systems. The role involves coordinating with various stakeholders, analysing transportation needs, and implementing solutions to enhance the efficiency, sustainability, and connectivity of the transport network. The planner will contribute to the national mission of integrated infrastructure planning and multi-modal transport network development"
Key Responsibilities:
1.. Strategic Planning and Analysis:
- Develop and implement transportation plans that align with the objectives of PM GatiShakti. . Conduct transportation studies and modelling to assess current systems and forecast future needs.
- Collection, analysis, and interpretation of transportation data for summarizing, preparing reports and reviewing transportation models.
- Utilizing transportation planning software and tools to model scenarios, forecast demand, and optimize route planning.
- Analyse data related to traffic patterns, lransportation demands, and infrastructure capacities.
2.. Project Coordination and Management:
- Coordinate with governmental agencies, private sector stakeholders, and community organizalions to facilitate project planning and execution.
- Manage transportation projects from inception to completion, ensuring adherence to timelines, budgets, and quality standards.
- Prepare project proposals, reports, and presentations for stakeholders and senior management.
3. Policy and Regulatory Compliance:
- Ensure transportation plans and projects comply with relevant national and regional policies, regulations, and standards.
- Stay updated on changes in transportation laws, regulations, and best practices. .
- Staying informed about industry trends, regulations, and best practices in transportation planning and logistics, as well as applying this knowledge to improve transportation operations.
- Provide input on policy development to improve transportation infrastructure and services.
4. Stakeholder Engagement:
Engage with local communities, businesses, and other stakeholders to gather input and address concerns related to transportation planning. . Facilitate meetings, workshops, and consultations to promote stakeholder participation and transparency.
5. lnnovation and Sustainability:
- Promote the integration of sustainable transportation solutions, including green technologies and practices.
- ldentify opportunities for innovation in transportation planning and operations.
- lmplement multi-modal transportation solutions to enhance connectivity and efficiency.
6. Data Management and Reporting:
- Maintain accurate and comprehensive records of transportation data, plans, and projects.
- Prepare detailed analytical reports and dashboards for monitoring and evaluation purposes.
Utilize Geographic information Systems (GlS) and other planning tools for spatial analysis and visualization.
Examine the viability of transport projects from the viewpoint of benefits to Supply chain on end-to-end basis including network effects of the projects.
Assessment of all project proposals included in PM Gati Shakti NMP in consultation with other domain specific SME's and Directors in Technical Support Unit and Logistic Division as well as respective Line Ministeries from the preview of synchronization of efforts.
Assessment of LEADS and sectoral reports for identification of gap
Coordination for development of IT tools for decision support
Interaction with BISAG-N for mapping of projects/new projects.
