Job Description: Head of Civil Contracts and Services Procurement
Position Summary:The Head of Civil Contracts and Services Procurement will lead and manage the procurement of all civil contracts and services required for the project department within a chemical manufacturing industry. This role involves strategic planning, vendor management, contract negotiation, and ensuring the timely and cost-effective delivery of services and materials. The ideal candidate will have extensive experience in civil procurement, strong leadership skills, and a deep understanding of the chemical manufacturing industry's specific needs and regulatory requirements.
Key Responsibilities:
- Strategic Planning and Execution:- Develop and implement procurement strategies for civil contracts and services that align with the company's project goals and budgetary constraints.- Analyze market trends and identify opportunities for cost savings and quality improvements.
- Contract Management:- Lead the negotiation, drafting, and management of contracts with suppliers and service providers.- Ensure compliance with legal, regulatory, and company standards in all procurement activities.- Monitor contract performance and manage any disputes or changes to contract terms.
- Vendor Management:- Identify, evaluate, and select suppliers and contractors based on quality, cost, and delivery performance.- Build and maintain strong relationships with key suppliers to ensure the timely supply of high-quality materials and services.- Conduct regular performance reviews and audits of suppliers to ensure compliance with contract terms and company standards.
- Project Coordination:- Collaborate with project managers, engineers, and other stakeholders to understand project requirements and timelines.- Ensure the seamless integration of procurement activities with project schedules and milestones.- Provide regular updates on procurement status and any potential issues or delays.
- Budget and Financial Management:- Develop and manage the procurement budget for civil contracts and services.- Track and report on procurement expenditures and identify opportunities for cost reduction.- Ensure accurate forecasting and financial planning for procurement activities.
- Leadership and Team Development :- Lead and mentor the procurement team, fostering a culture of continuous improvement and professional development.- Set performance objectives, conduct regular performance reviews, and provide coaching and feedback.- Promote a collaborative and results-driven work environment.
- Risk Management:- Identify and mitigate risks associated with the procurement of civil contracts and services.- Develop contingency plans to address potential supply chain disruptions or other procurement-related issues.- Ensure compliance with health, safety, and environmental regulations in all procurement activities.
Qualifications:
- Education:-
Bachelor’s degree in Civil Engineering , Supply Chain Management, Business Administration, or a related field. A master’s degree or professional certification (e.g., CIPS, PMP) is preferred.

Experience:- 20-25 years of experience in procurement of civil contracts and services.- Proven track record of successfully managing large-scale civil procurement projects.

Skills and Competencies:- Strong negotiation and contract management skills.- Excellent leadership and team management abilities.- In-depth understanding of civil engineering principles and construction practices.- Knowledge of procurement software and tools.- Strong analytical and problem-solving skills.- Effective communication and interpersonal skills.- Ability to work under pressure and manage multiple projects simultaneously.
