About the Role
We are seeking an experienced and detail-oriented
Tender Manager
to lead our government and global tendering function. This role involves
identifying, evaluating, and executing tender opportunities
across Indian government bodies as well as international organizations such as the
World Bank, UN, ADB, and multilateral agencies
. The ideal candidate should bring expertise in
tender documentation, compliance, bid strategy, and financial planning
, ensuring timely and competitive proposal submissions.
Key Responsibilities1. Tender Identification & Research
- Monitor Indian government e-procurement portals (
GeM, CPPP, State e-Tenders
) for relevant opportunities. - Track international tender platforms (
UNGM, World Bank, ADB, AfDB, etc.
) for projects in IT, infrastructure, healthcare, and digital transformation. Assess eligibility requirements, scope, and fitment for the organization.
Tender & Bid Preparation
Analyze tender documents and align responses with technical, financial, and compliance requirements.
- Coordinate inputs with
legal, finance, technical, delivery, and operations teams
. - Draft, review, and finalize tender submissions including
EOI, RFP, RFI, RFQ, and contract documents
. Ensure full compliance with government norms, global standards, and company policies.
Project & Stakeholder Management
Collaborate cross-functionally for
technical and financial proposal development
.- Liaise with
partners, subcontractors, and global associates
for consortium or joint bidding opportunities. Manage tender timelines, submission processes, and compliance checks.
Financial & Commercial Strategy
Develop
pricing strategies, BOQs, cost sheets, and commercial proposals
.- Negotiate with suppliers and consortium partners to achieve optimal cost structures.
Support profitability analysis for competitive yet sustainable bids.
Post-Tender Activities
Assist in
contract negotiations and award finalization
.- Maintain documentation on tender outcomes (wins, losses, lessons learned).
- Track project progress and compliance after tender award.
Key Skills & Competencies
- Strong knowledge of
Indian tender ecosystems
(GeM, CPPP, State portals) and
global procurement platforms
(UNGM, WB, ADB, AfDB). - Proven expertise in the
end-to-end tender cycle
– identification → bidding → submission → negotiation → award. - Excellent skills in
proposal writing, compliance, and technical documentation
. - Strong financial acumen with ability to develop
competitive pricing models
. - Ability to manage
multiple tenders under strict deadlines
. - Excellent
communication, negotiation, and stakeholder management
abilities. - Proficiency in
MS Office, ERP, and e-Procurement tools
.
Qualifications
- Bachelor's degree
in Business Administration, Engineering, Finance, or related field. - MBA/PGDM
preferred. - 5–12 years
of experience in handling
government and international tenders
. - Prior exposure to
technology, infrastructure, healthcare, or government-led projects
is highly desirable.
