Global Trade Compliance Specialist


Location - Chennai/ Noida

The Trade Compliance Specialist works collaboratively with internal teams such as GPS, Trade Compliance members, Support, Sales, Architecture, Legal, and CCG teams, as well as with external partners such External Legal Counsel, and potential Government Agencies (Dept of State, Dept of Commerce, and Dept of Treasury) to ensure compliance in accordance with all federal rules and regulations as it pertains to HCL’s products and services.

Good understanding in defining Export Control Classification Numbers (ECCN), mainly Cat 5 part 1 and Part 2) according to the Commerce Control List (CCL), with the ability to seek support from technical staff when needed. As well as determining license exceptions, CCATS submission and reporting.

Basic understanding of US, EU and IN export controls requirements, ideally for software and IT services.

Assist in managing import encryption requirements globally such as India (SCOMET), Israel (MOD), France (ANSSI) and Japan.

Apply for SCOMET license when required as well as respond to NASCOM request for inputs related to IT services and/or encryption and telecommunications software.

Assist in managing global Sanctions and DPL programs for HCLTech and HCL Software and its enhancements.

Assist in Mergers and Acquisitions tasks.

Assist in managing Trade Compliance program for Dept of State/Commerce requirements for IT and Engineering services customers, recordkeeping, audits, and classification.

Monitors & interprets regulatory & international changes and implements activities to ensure compliance.

Develop and implement policies, procedures, controls, and training to all employees including ITAR, Export and Import Control Regulations, Encryption, License Exceptions, Red Flags, and Recordkeeping procedures.

Create and maintain up to date departmental procedures and best practices and standardize processes across E&TC team.

REQUIREMENTS AND EDUCATION LEVEL:

Bachelor’s degree required; Preferred fields: Engineering, Law, International Trade;

Must have 0-3 years customs and international trade compliance direct experience;

Ability to maintain confidentiality;
