JOB TITLE : Project Manager
LOCATION : Remote.
DEPARTMENT : Program Management.
This position is responsible for leading complex proposals and projects in the Tolling and ITS markets so we maximize our resource utilization, win projects, and deliver efficiently using robust project control in order to meet the project requirements, cost targets, and a high level of customer satisfaction.
- This position typically works under general supervision and direction.
- Incumbents of this position regularly exercise discretionary and substantial decision-making authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Other duties may be assigned:
- Manage the development and delivery of technically complex proposals.
- Establish expertise in the requirements of assigned proposals.
- Establish the proposal team with clearly defined roles and expectations.
- Identify the proposal deliverables and establish the timeline for completion ensuring time for verification of deliverables and check points.
- Ensure the win strategy for the proposal is clearly defined, communicated, and drive the actions to create the proposal within the winning framework.
- Manage the cross functional technical team through the solution design, written proposal, BOM development, and labor and cost estimates.
- Assist with the development of anticipated cash flow curves based on planned invoice schedule and timing of project costs.
- Establish and manage the communication rhythm of the proposal team and stakeholders.
- Oversee the identification of proposal risks, potential cost, and mitigation strategies.
- Governance - ensure accurate data feeds go-no go decision points and checkpoints and reviews with commercial, operations management, and finance are conducted.
- Create tools and methods so the technical proposal development is an efficient and repeatable process.
- Lead and manage as the single point of control for cross-functional complex multi-year projects using strong leadership, influence, and project control skills.
- Establish expertise in assigned contracts and requirements.
- Develop the master resource plan and schedule for accomplishing the work and meeting contract milestones with traceability back to the project requirements.
- Establish the project org chart with accountable team leads, roles and responsibilities defined, and a clear decision making responsibility and escalation path.
- Direct the work and manage teams - drive the team and individual contributors to perform to schedule estimates and milestones.
- Control the project by maintaining and updating the status of the project schedule, monitoring and controlling deliverables to the milestones.
- Effectively manage issues, roadblocks, risks and escalate appropriately.
- Control the establishment and management of project documents and the project record o Oversee the establishment of third-party subcontracts, SOW, and the delivery of their work.
- Establish the communication plan and rhythm for all stakeholders including the project team, client, and Neology management.
- Manage the project costs including the project budget, actuals to the budget, and estimates to complete.
- Direct the invoicing and payment applications against progress or milestone payment profiles working with the finance organization to produce.
- Produce internal and client project performance updates monitor and report progress.
- Adhere to the PMO governance processes.
- Manage the client relationship by establishing a good rapport with the customer, excellent communication, and building trust.
- Follow all PM processes as defined by the PMO, while helping establish new processes and procedures as may be necessary to assist in Neology's growth.
- Perform other work as assigned.
QUALIFICATION REQUIREMENTS:
- To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

- Bachelor's degree in a related field (e. , business, engineering, finance, etc.
- 10+ years of project management experience leading large scale projects valued at over $10 million.
- 5+ years of experience leading tolling industry roadside or back office projects.
- Evidence of leading at least one tolling industry project from the proposal through operations and maintenance phases.
- Experience leading project management support team members, including deputy project managers, project schedulers, and project financial analysts.
- Advanced expertise with setting up project financial management artifacts and tracking and reporting on financial status.
- Advanced expertise with using Microsoft Project for schedule creation and analysis.
- Thorough familiarity with the Project Management Body of Knowledge (PMBOK) from the Project Management Institute (PMI).
- Influencing skills and strong problem-solving skills utilizing resources across departments and businesses to create solutions.
- Demonstrated capability in dealing with complexity and ambiguity.
- Excellent communication, presentation, interpersonal, and consultative skills.
- Attention to detail and accuracy are necessary for this job.
- Some domestic travel would be required.
- Additional beneficial skills & experience:.
- Master's degree in a related field (e. , business, engineering, finance, etc.
- Professional Engineer (PE) License.
- Project Management Professional (PMP) or Prince2 certification.
- Certified Scrum Master (CSM), Professional Scrum Master (PSM), or Scaled Agile Framework (SAFe) certification.
- Experience with other project scheduling software, such as Primavera P6 or similar.
- Attention to detail and accuracy are necessary for this job.
