Position: Deputy General Manager - Project Construction (Solar Power Plant)

Location: Libreville, Estuaire Province, Gabon

Experience: 15+ Years

Job Summary:

We are seeking a highly experienced and dynamic Deputy General Manager (DGM) - Project Construction for our solar power plant project in Gabon. The ideal candidate will have extensive experience in installing ground mount utility-scale solar power plants, with a strong background in managing international projects from site mobilization to commissioning. The DGM will be responsible for overseeing all aspects of the project, ensuring timely completion, adherence to quality and safety standards, and effective stakeholder management.

Key Responsibilities:

1. Government & Agency Coordination:

  • Liaise with local government and private agencies, including Ministries, Electricity Authority, Customs, Forest Department, and Tax Authority, to secure necessary technical and commercial approvals and clearances.
  • Ensure compliance with local labor regulations by coordinating with the Labor Ministry and other relevant authorities.

2. Land Acquisition & Development:

  • Manage the procedural takeover of land required for construction, including resolving Right of Way (ROW) issues.
  • Oversee land development activities to prepare for project construction.

3. Team Management:

  • Lead and manage multi-functional teams, including Electrical AC & DC works, Mechanical works, and Civil Construction teams, to ensure seamless project execution.
  • Foster a collaborative team environment to align all stakeholders with the company’s goals.

4. Contractor & Consultant Management:

  • Finalize and manage consultants and contractors necessary for project implementation, ensuring alignment with the allocated budget.

5. Vendor Development:

  • Identify and develop local vendors for supply and services, ensuring timely and cost-effective procurement.

6. Leadership & Risk Management:

  • Provide strong leadership to the project team, driving excellence in contract risk management, procurement, construction, commercial activities, and safety.
  • Set and achieve personal and team KPIs, ensuring optimal project outcomes.

7. Stakeholder Relationship Management:

  • Build and maintain strong relationships with internal and external stakeholders, including clients, consultants, suppliers, contractors, and government authorities.

8. Project Scheduling & Execution:

  • Develop and implement project schedules, including PERT charts, to meet long and short-term targets.
  • Conduct periodic reviews and implement remedial actions as needed to stay on track with project timelines.

9. Safety & Compliance:

  • Ensure strict adherence to the highest safety and quality standards with zero tolerance for deviations.
  • Ensure compliance with all statutory regulations and company Standard Operating Procedures (SOPs).

10. Manpower Management:

  • Maintain optimal manpower levels to ensure the timely completion of the project, aligning resources with project demands.

Qualifications:

  • Bachelor’s degree in Engineering (Electrical, Mechanical).
  • 15+ years of experience in installing ground mount utility-scale solar power plants.
  • Proven international experience in solar power plant construction, with at least two completed projects.
  • Strong leadership, project management, and stakeholder engagement skills.
  • Excellent communication and negotiation abilities.
