The Budget and Business Administration Department (CBA) brings together financial sustainability, resource management, and administrative functions to optimize management and operational processes. Ensuring alignment between IFC's strategy and resource management capabilities is critical for delivering on strategic engagements and client services.
The Finance Unit for South Asia Region (CBASA) oversees work program planning, budgeting, monitoring, and financial reporting for offices across the South Asia Region (CSA). CBASA maintains cost efficiency, strong financial controls, and provides support for resource management.

CBA is searching for a Finance Officer / Regional Finance Controller for South Asia (CSA). Reporting to the Chief Administrative Officer (CAO) Asia Pacific, the selected candidate will:
  • Lead the Finance, Budget, and Accounting function in South Asia, supervising a team of finance staff in India, Bangladesh, Sri Lanka, and Nepal
  • Liaise with Procurement and Real Estate teams regarding South Asia matters
  • Collaborate with the South Asia unit (CSA) management team, operational staff, and internal clients
  • Act as a key link between CBA, CSA, Human Resources, and World Bank Group Finance and Accounting (WFA) for optimal resource management

The position will be based in New Delhi, India, with occasional regional travel.

Roles and Responsibilities
  • Budget and Resource Management
  • Collaborate with various business levels for unit-level budget activities and resource alignment
  • Lead budget discussions and assessments
  • Manage staff cost affordability in coordination with HR
  • Work with the Partnership team on funding availability and internal fund utilization
  • Monitor capital projects and their financial impact
  • Participate in ad-hoc working groups to address challenges and share best practices

  • Management Reporting and Analytics
  • Provide analytics, financial advice, and budget management support for executive decision-making
  • Supervise donors' reporting function within the department
  • Deliver financial and operational reports regularly
  • Collaborate with the Real Estate team on office ecology and footprint analytics
  • Promote knowledge sharing within the team and across departments

  • Financial Control and Compliance
  • Supervise finance and accounting activities in Regional Country Offices
  • Support internal control framework and monitor financial transactions
  • Design and implement control procedures to mitigate risks
  • Lead quality assurance reviews to ensure compliance
  • Identify opportunities for process improvements and efficiency
  • Maintain a strong control environment and compliance with policies
  • Provide support during audits and ensure adherence to regulations

  • Team Management
  • Lead and coach the CBA South Asia team, setting goals and fostering development
  • Establish learning and development initiatives aligned with competency frameworks
  • Build team capacity and provide mentorship for individual growth
  • Promote open communication, collaboration, and knowledge sharing
  • Encourage innovation and new approaches within the team

Selection CriteriaApplicants should hold a Master's degree in a relevant field with over 10 years of professional experience. A recognized accounting accreditation and expertise in financial management are required. Candidates must possess strong communication skills, integrity, and analytical abilities. Additionally, team management skills and a client-oriented approach are essential for this role.
