About the Organization
Swaniti Initiative focuses on enhancing public service delivery by collaborating with state and local governments throughout South Asia, with a particular emphasis on India. The organization works towards strengthening scheme implementation by identifying current gaps and limitations, providing research support to Members of Parliament on best practices, and developing data-technology tools to support decision-making processes. Swaniti has undertaken key initiatives such as Supporting Parliamentarians in Analysis and Research in Constituencies (SPARC) and Leadership and Engagement Associate in District (LEAD) to bolster constituency and district development planning across the country. Currently, Swaniti collaborates with over 200 Members of Parliament on policy-making and advises state governments to ensure effective scheme delivery to the grassroots. The organization's primary focus areas include climate and sustainability, social protection, and livelihood.

Job Responsibilities
  • Conduct continuous research on air pollution and related areas to produce concise briefs, papers, and knowledge products related to national and state-level policies and programs, constituency-specific issues, and innovations and best practices at various levels.
  • Engage in activities at the constituency, state, and national levels with local government, civil society, youths, think tanks, and more.
  • Organize public events on air pollution and related topics.
  • Support the implementation of programs and policies by fostering interdepartmental coordination, conducting field visits, participating in local administration meetings, mapping capacity-building areas, and collecting programmatic data from stakeholders.
  • Assist in legislative work related to clean air and any other required component, including identifying gaps, drafting parliamentary interventions, conducting background research, examining bills, and supporting District Development Coordination and Monitoring Committee meetings.
  • Other responsibilities involve understanding complex environmental issues, supporting local administration through research and technical assistance, coordinating with grassroots organizations and industry CSR wings, and presenting national-level policies to local stakeholders in a comprehensible manner.
  • Ability to identify micro-level issues and connect them with macro-level concerns, highlight local interventions, document findings for dissemination, and promote Parliamentarians' visibility on air pollution issues.
  • Facilitate study tours and exposure trips.

RequirementsQualifications Required
  • Graduate or postgraduate degree in Climate Change, Economics, Environmental Management/Law, Public Policy, or related field from a reputable university.
  • 2-3 years of experience in air pollution/climate/environment policy or related fields.
  • Knowledge of policy-making procedures, government structures, and programs related to air pollution.
  • Strong communication skills, interpersonal abilities, and understanding of Parliamentary procedures and reports.
  • Skills to comprehend government budgets and provisions.
Skills and Attributes
  • Passion for addressing air pollution and policy issues.
  • Ability to work with public representatives.
  • Preference for candidates with prior experience in the pollution and allied sectors within the state they are applying for, and proficiency in the local language.
  • Interest in designing solutions for environmental challenges and understanding India's international climate negotiation positions.
