The Monitoring Evaluation and Learning (MEL) Team is looking for an MEL Officer on third party payroll (Randstad), who, under the guidance of Senior MEL Officer, will provide technical guidance for the delivery of M&E projects and collaborate with other verticals within the organization to further develop the M&E portfolio.

The MEL Officer will report to the Senior MEL Officer under the Business Performance vertical.

  • Specific responsibilities:_
Establish and enhance MEL standards of practice

  • Integrate the standards, best practices, and tools to improve the quality of MEL across the program verticals. This includes standard indicator guidance, analysis guidelines, database standards, monitoring dashboards, and data collection tools.
  • Promote PATH's global MEL standards through staff training, conducting diagnostics, and developing MEL improvement plans. This includes regular orientation to program, MEL and shared services staff on institutional guidance and standards for M&E and research practices, including, survey instruments, data collection tools, and other tools for process level data collection.
Support the MEL requirements of programs

  • Oversee the delivery of MEL component in ongoing programs by providing technical and advisory support in planning, designing, conducting, disseminating, and learning from M&E and other data related to PATH programs in India.
  • Provide technical support to program leads and project MEL teams in the development and implementation of the project's monitoring, evaluation and learning plan, reports, work plans, and required routine reports.
  • Undertake activities to strengthen M&E systems and processes, performance monitoring and evaluation, and learning capabilities of program staff across the suite of PATH's programs.
  • Represent PATH in discussions with donors, as and when requested by the program team, on the results framework and workplans and other MEL initiatives.
  • Develop and implement M&E reporting guidelines and systems to inform the direction of the projects, including data quality and data use strategies.
Track and report on performance of PATH

  • Support annual/semiannual initiatives in the region, including Impact/ Performance Measurement and the program MEL status reports.
  • Provide oversight to gathering and evaluating information and ensure that findings are accurately presented in all internal and external reporting and tracking tools, including effective data visualization. This will include participation in quarterly and annual program review, project deliverables and assessment reports being submitted to donors and PATH headquarters.
Contribute to generating new programs/ projects

  • Contribute to developing the MEL section and to the development of M&E plans, logical framework, workplans, results framework and concept notes for proposals, as requested by the Strategy and Business Development team.
Strengthening institutional capacities for MEL

  • Assist the program teams in hiring projectlevel MEL staff.
  • Support the program teams in hiring competent research agencies for different evaluation studies and supervising data collection, reviewing data quality assurance protocol, data analysis plan and evaluation report.
  • Contribute to the synthesis and dissemination of key results, programmatic lessons learned, and other research outputs of the program, as required by the program teams.
  • Promote knowledge sharing across the South Asia hub and between hubs in the Asia, Middle East and Europe (AMEE) region.
  • Required qualifications, experience and skills:_
Qualification

  • Work Experience:_
  • At least 8 years' experience in implementing monitoring, evaluation, and learning for public health programs in India, like infectious diseases, reproductive, maternal, newborn and child health and nutrition, health systems strengthening, among others.
  • Demonstrable knowledge and experience in statistical techniques for impact evaluation, performance measurement, indicator selection and monitoring, and data collection/ analysis.
  • Demonstrated excellence managing large, complex, quantitative and qualitative data gathering initiatives to produce rigorous, evidencebased conclusions and recommendations.
  • High proficiency with computers, and other software/ platforms related to the position's field of expertise.
  • Experience managing large M&E databases and conducting timely data analysis and developing reports. SQL database experience preferred.
  • Relevant experience training staff and partners in M&E.
