Similarly, what do health workers, managers, and decision-makers need to do their jobs well? Innovators are developing new information, products, and services that hold great promise for global health. But this promise can't be realized if solutions can't be delivered. Health systems—that is, the organizations and people whose primary intent is to promote, restore, or maintain health1—are weak in many countries and represent a challenge to achieving health equity. There is an urgent need for energy, support, and creativity to ensure that health systems can deliver effective health interventions.
This focus on systems is a core component of PATH's overall mission to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors. Our systems work both informs and is informed by our work with technology and behavior change. PATH strengthens health systems to improve the health of people around the world. About the position
PATH is seeking a Program Officer - Learning and Impact on to contribute to the design, implementation, and evaluation of programs. The Program Officer will collaborate with national and state teams to integrate robust learning mechanisms into ongoing projects, ensuring evidence-based decision-making and continuous improvement.
Responsibilities
Design and implement robust monitoring, evaluation, and learning (MEL) systems for assigned health systems strengthening projects. Employ digital data collection tools to enhance the efficiency and accuracy of data collection processes. Utilize data visualization techniques to translate complex information into compelling narratives and visuals for diverse audiences (e.g., Program team, donors, partners, researchers, policymakers). Lead efforts to document and share best practices, case studies, and other knowledge products. Partner with internal and external stakeholders to strengthen learning within PATH and the broader public health sector. Conduct literature reviews and identify relevant research to inform project design and implementation. Contribute to grant proposals and reports by documenting project impact and learning. Support the development and implementation of a culture of learning and continuous improvement within PATH. Collaborate with program teams to design and implement effective learning and impact strategies. Develop and implement robust assessment/evaluation frameworks. Leverage digital tools for real-time data collection and analysis during regular evaluations and assessments of program activities to identify successes, challenges, and areas for improvement. Support the development of learning resources, capacity-building plans, and tools to enhance program impact. Collaborate with national and state teams to integrate learning objectives into the design and implementation of health programs. Assist in the development and execution of strategies for program scale-up and sustainability. Analyze data and provide insights to inform decision-making and program adjustments. Collaborate with external partners and stakeholders to share best practices and enhance program outcomes. Support the documentation and reporting of program impact at the national level. Contribute to the development of innovative solutions and assist in the expansion of the program portfolio. Coordinate and execute program partnerships and related activities in collaboration with the program lead. Stay updated on emerging digital data collection tools and technologies to enhance program monitoring and evaluation practices. Update and maintain PATH's program management portals to ensure accurate and real-time tracking of project activities and outcomes. Undertake additional tasks as assigned by national or state leadership. Available to travel to states up to 20-30% of the time.Required Experience and qualifications
Master's degree in public health, Social Sciences, or a related field with a focus on Monitoring, Evaluation, and Learning (MEL). 3+ years of experience in MEL within public health. Proficiency in both quantitative and qualitative data analysis. Excellent written and oral communication skills in English, with the ability to translate complex information for diverse audiences. Fluency in English is required; additional language skills are a plus. Prior experience working in similar MEL roles, particularly in primary healthcare settings. Experience working with INGOs in the health sector, Ministries of Health, or government agencies. Strong familiarity with the Indian public health system, flagship initiatives in the health sector, and relevant government policies/strategies (NHM, NUHM, Ayushman Bharat, PM-ABHIM, XV-FC, etc.).Skills/ Abilities
Self-starter and committed to performing their duties with a high degree of autonomy and independence in line with project goals and objectives. Strong written and oral communication and presentation skills in English and Hindi. Data analysis, data visualization, and analytical thinking skills. Strong coordination skills. Cultural sensitivity and ability to work in diverse settings. Demonstrated ability to effectively collaborate in a matrix organizational structure. Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, PowerPoint, Outlook & Web surfing to search relevant data & documents. Proficiency in using relevant software tools for data management and analysis (e.g., Excel, SPSS, R) Ability to handle a variety of assignments under the pressure of deadlines.-
