Title: Payroll Techno-Functional Analyst
Duration: 12 months
Client: City of Philadelphia
Location: Philadelphia, PA

Note: This is a 100% Remote position.

Job Description:
  • Researching and solving production support issues and enhancement requests.
  • Developing queries to improve comprehension of functional specifications and test conditions.
  • Creating or updating technical specifications with clear and brief language and tools like flowcharts, and data flow diagrams.
  • Generating new development tasks and adapting existing ones using coding and documentation standards outlined by leads and managers.
  • Adhering to delivery deadlines.
  • Identifying, documenting, and investigating unexpected issues with development tasks.
  • Executing and documenting unit test cases as per functional specifications.
  • Participating in troubleshooting and testing activities.
  • Elevating issues impacting delivery and quality that are beyond individual influence.
  • Providing accurate weekly task reports to development leads.
  • Conducting code reviews of specific deliverables completed by onsite and remote developers as instructed.
Required Skills:
  • More than 10 years of expertise in Oracle Human Capital Management implementation/upgrade as a developer.
  • Hands-on experience with Oracle development and integration technologies.
  • Knowledge in constructing and supporting customizations and 3rd party system integration.
  • Experience working in teams involving clients, consulting firms, and/or independent Oracle consultants.
  • Background in Oracle human capital management upgrade and/or implementation projects in public sector, higher education, or healthcare industries.
  • Experience with upgrade and/or implementation projects in a multi-entity shared services environment with large employee populations.
  • Expertise in integrating with Oracle financials, student, data warehouse, and OBIEE functionality, as well as custom and/or 3rd Party Systems and service providers.
  • Proficiency in Microsoft Office suite including Word, Excel, PowerPoint, Visio, Access, MS Project, and SharePoint.
  • Understanding of HCM transaction processing and OBIEE technical development components.
  • Familiarity with full Systems Development Lifecycle (SDLC) from a development standpoint.
  • Ability to maintain confidentiality of HCM data.
  • Strong problem-solving and analytical abilities.
  • Effective verbal and written communication skills to develop clear and concise project documentation and procedures.
  • Skilled in conducting meetings and interviews.
  • Capability to collaborate with individuals at all organizational levels.
  • Extensive experience in supervising, coaching, and ensuring timely and high-quality deliverables.
  • Ability to thrive under pressure in a fast-paced setting.

Requirements:
More than 10 years of Oracle Human Capital Management implementation/upgrade experience as a developer
Hands-on experience with Oracle development and integration technologies
Possesses knowledge in building and supporting customizations and 3rd party system integration
Experience participating on teams comprised of integrated client, consulting firm, and/or independent Oracle consultants
Experience with Oracle human capital management upgrade and/or implementation activities at public sector, higher education, or healthcare industry clients
Experience performing upgrade and/or implementation projects in a multi-entity shared services transaction processing environment with employee populations of greater than 30,000
Expertise with integrating with Oracle financials, student, and data warehouse and business intelligence functionality, and custom and/or 3rd Party Systems and service providers
Expertise with Microsoft Office suite of products such as Word, Excel, PowerPoint, Visio, Access, MS Project, and SharePoint
Knowledge of human capital management-related transaction processing and OBIEE technical development components
Knowledge of full Systems Development Lifecycle from a development perspective
Ability to keep HCM data confidential
Strong problem solving and analytic skillsets
Strong verbal and written communication skills with ability to create leader, user, and project documentation and procedures
Strong meeting facilitation and interviewing skills
Ability to work well with individuals at all levels within and outside the organization
Extensive supervising, coaching and collaborating skills and overseeing high quality and timely deliverable creation
Ability to work well under pressure in a fast-paced organization
