KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR's client Sonangol' s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.

This position will begin the project in the local home office either Houston or Chennai.

KBR is looking for a Senior Refinery Hydrotreaters-CCR Reformer-Penex Superintendent to manage and audit the EPC Contractor's Refinery Commissioning Team during phases of pre-commissioning, commissioning, preservation, systems mechanical completion, training, and ready for start-up for the Diesel Hydrotreating, Naphtha Hydrotreating, CCR Reforming and Penex Units, to ensure commissioning activities meet requirements to complete the project schedule as designed.

Acting as client first face this role will manage and audit HSSE activities, SIMOPS, and permit to work related procedures.

The Senior Refinery Hydrotreaters-CCR Reformer-Penex Superintendent will support the Engineering Team with commissioning and startup related inputs at the Sonangol Refinery – Lobito, Angola Site.

Being an interface with the clients, this position requires a deep understanding of the technology combined with excellent communication and leadership skills.

This role will manage and control Pre-Commissioning and Commissioning activities to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.


This position will mobilize to Angola early 2025KBR Home Office Responsibilities:

Review EPC ContractorsRefinery plant operating philosophy manuals based upon engineering designsCommissioning Execution Plan, Commissioning Schedule, Unit Inter-relationship sequence and strategies, System Definitions, etc.

Compliance with engineering procedures, international codes, and standardsRefinery plant training material based upon engineering designsReview and Audit EPC Contractors Preservation Procedure and Power and Utilities sequence and strategies to ensure they align with project schedule to meet Ready for Startup milestonesReview System and Sub System breakdowns to facilitate construction completeReview & approve all Instrument engineering documents created by the contractor for commissioningParticipate in P&ID Reviews, 3D Model Reviews, HAZOPS Reviews, SIMOPS Reviews, provide lessons learned and best practice contributions to the teamsProvide commissioning, operations, and maintenance inputs according to engineering designs and during design engineering and PHAsProject Site Responsibilities (Angola):Audit EPC ContractorsCompletions management program to ensure the project is tracked and documentedPre-commissioning and commissioning activities associated with buildings, and units in the refinery operating areasSimultaneous Operations SIMOPS work activitiesPlant walkdown activities independently or as part of a team and review punch listsPreservation procedures and activitiesCompletion and certification certificatesEducation, Experience, & Skills:Bachelor's degree in engineering or related field10 + years directly related experience with an average experience of 15 + yearsIn lieu of formal education 18 + years of experience with an average of 23 + yearsExperience managing and operating Refinery Process Units in the fieldProven ability defining systems and sub-system breakdowns to accommodate construction and commissioning activitiesProficient with managing and completing Inspection and Test Records (ITRs)Experience Pre-Commissioning and Commissioning Refinery Process Units to Completions and processing ITR's in a timely manner and managing and operating CCR Regenerator/Reformer, Diesel Hydrotreater, Penex, and Naphtha Hydrotreater Units in the field and Distributed Control System DCSEstablished competence writing technical procedures and training materials to multi-discipline groupsExperience preparing and presenting training materials to multi-disciplined groupsProficiency in MS Office Applications e.g.

, Word, Excel, Access, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe ApplicationsPerform other duties as assigned
