The Position

The United Nations Population Fund (UNFPA) is implementing a project aimed at addressing gender norms and deep structures perpetuated at the local community level through Panchayats to enhance the value of women and girls. The programme will be implemented in partnership with the Ministry of Panchayati Raj (MoPR), Departments of Rural Development and Panchayati Raj in UNFPA focus states.

In April 2022, MoPR introduced nine thematic areas to accelerate progress towards specific Sustainable Development Goals. Theme 9 prioritizes the creation of women-friendly panchayats and aims to localize SDG-5 (Gender Equality), dedicated to achieving gender equality and empowering women and girls. This led to the conceptualization of Girl Friendly Gram Panchayats (GFGPs) and a pilot project was conducted in coordination with the Directorate of Women Empowerment, Government of Rajasthan and UNFPA. This project will build on the work undertaken so far and scale it up further.

The position will be based in Delhi and provide overall coordination support to the project. The position will be the focal point for the team in Delhi and the two States where the project will be implemented – Madhya Pradesh and Rajasthan. The position will also advance UNFPA's initiatives with State Departments for Women and Child Development.

The position will report to the Gender and Human Rights Specialist and will work under the overall guidance of the Chief of Programme and Technical Support.

Job Purpose

The position will be responsible for overseeing integration of gender in all of UNFPA's ongoing work with Panchayats; provide coordination support for interventions aimed at mobilizing community action to empower and promote value of women and girls; support the development of knowledge products; coordinate multi-sectoral convenings for sharing actionable policy recommendations with diverse stakeholders; and provide training and capacity building support for laws and policies on addressing gender based violence (GBV) and harmful practices against women and girls (HP).

Main Tasks & Responsibilities

A. Integrating gender in all of UNFPA's ongoing work with Panchayats

Planning and coordination support for interventions aimed at mainstreaming gender in UNFPA's work with Panchayats, including but not limited to capacity building initiatives; and developing and testing monitoring frameworks

B. Providing coordination support for interventions aimed at mobilizing community action to empower and promote value of women and girls

Provide planning and coordination support for the integration of gender friendly practices at the gram sabha level and showcasing successful community level approaches for replication Strengthening health, life skills, social assets and economic empowerment pathways for women and girls by leveraging community based structures

C. Supporting the development of knowledge products

Provide coordination and content support for development of resources capturing, among others, the role of Panchayats and elected representatives in strengthening maternal health and addressing GBV and HP; best practices for implementing women friendly panchayats

D. Coordinating multi-sectoral convenings for sharing actionable policy recommendations with diverse stakeholders

Facilitate the convening of multi-sectoral stakeholders (including government, civil society, elected representatives, Self Help Groups) for a discussion on actionable policy recommendations to foster an enabling and empowering environment for women and girls

E. Providing training and capacity building support for laws and policies aimed at addressing GBV and HP

Support the Gender and Human Rights team in planning, coordinating and undertaking capacity building initiatives for diverse stakeholders on laws and policies addressing GBV and HP in UNFPA focus States

Carry out any other duties as may be required by the Gender and Human Rights team, and the UNFPA leadership

Qualifications and Experience

Education

A postgraduate degree in gender studies, human rights, public policy or a related field

Knowledge and Experience

A minimum of two years of experience working on gender and human rights issues Prior experience of working with the government on gender and rights issues Prior experience of working with the UN or international/multilateral agencies An understanding of the Panchayati Raj structure and its functioning Prior experience of conceptualizing and implementing monitoring frameworks for social change Working with diverse stakeholders and team members Prioritizing and working at pace Analysing data and generating analytical reports for advocacy and program management Developing new program proposals and concept notes Adapting to new and challenging situations and work requirements.

Languages

Fluency in English is mandatory. Working knowledge of Hindi and/or other local language is highly desirable.

Compensation and Benefits

This position is pegged at SB4 peg 3 and offers an attractive remuneration package of INR 21,92,954 per annum (taxable), annual leave, sick leave and medical insurance coverage for the contract holder.
