The Team

In India the foundation, over the past 2 decades, has been working with Indias Central and State governments, community groups, nonprofit organizations, academic institutions, the private sector, and development organizations, to achieve our shared goals. Our strong networks and ability to convene intellectual resources from many sectors and regions of the globe allow us to address complex challenges as they emerge or evolve. With a particular focus on Bihar and Uttar Pradesh, we work with partners to develop impactful and sustainable solutions to improve the quality and coverage of key services for the poor and vulnerable. We also work in the states of MP, Chhattisgarh, Tamil Nadu, Andhra Pradesh, Odisha, and Maharashtra to support programs in the Global Growth Opportunities portfolio (urban sanitation, agricultural development, and digital financial inclusion), and gender equality. On NTDs, we work in the high endemic geographies of Visceral Leishmaniasis and Lymphatic Filariasis for elimination of these diseases in India.

India has much to offer the world, as part of its development cooperation agenda and beyond, in a manner of potential benefits not only to other countries but much to India through stimulating the Make in India initiative. India has made strides in several areas, spanning systems, technologies, innovations, manufacturing, and others. There has been an interest in these from across several countries in Africa, Southeast Asia, and in some cases the BRICS countries, in learning and possible application to their own context. We believe that cross-border knowledge exchange and diffusion of practices through our deep learning acquired working with the states in India will help advance the foundations goals at an accelerated pace.

Our global NTD team has two overarching impact goals that define success. Our first goal is to eradicate, eliminate, or control 8 of the 20 Neglected Tropical Diseases recognized by the WHO [lymphatic filariasis (LF), onchocerciasis (oncho), schistosomiasis (schisto), soil-transmitted helminths (STH), trachoma, Guinea worm (GW), visceral leishmaniasis (VL) in South Asia, and human African trypanosomiasis (HAT)]. Our second goal is to improve non-NTD health outcomes using the NTD delivery platform, through programs such as Resiliency through Azithromycin for Children (REACH).

This role will report to the Deputy Director, Infectious Diseases and Vaccine Delivery in the India Country Office, with dotted line reporting to the Deputy Director, Neglected Tropical Disease Delivery (Based in the Seattle Neglected Tropical Diseases team).

Your Role

A priority of the Neglected Tropical Diseases team is eliminating Lymphatic Filariasis (LF) and Visceral Leishmaniasis (VL) in India. For LF, this is done by supporting the strengthening existing mass drug administration (MDA) programs and advocating for policy changes at the national, state and district level for better implementation of the program. For VL, the focus is on reaching and sustaining elimination, including timely treatment, indoor residual spraying (IRS), active case finding and follow-up. To support these priorities, the Senior Program Officer, Neglected Tropical Diseases (SPO NTDs) will be responsible for strategically developing and manage one or more portfolio of grants and contracts requiring high-level grant management skills, monitoring and evaluation.

This is a Limited Term Employment (LTE) of 24 months.

What Youll Do

  • Negotiate, implement, and manage complex portfolio of grants or performance-based contracts. Review letters of inquiry and grant proposals and provide clear, concise and insightful written analyses and recommendations for funding.

  • Partner closely with the India Country Office leadership and Neglected Tropical Disease team leadership, including the Deputy Director, NTD Delivery to communicate and implement the overall Neglected Tropical Disease team strategy.

  • Ensure strong partnership with national and state government stakeholders.

  • Develop strong partnership ecosystem within the country, to include grantees, government stakeholders, multi-lateral organizations, and medical and research institutions.

  • Consult with grantees and other partners to maximize impact of projects and ensure grants are meeting strategy goals. This may include: site visits, providing operational guidance and convening meetings of key partners.

  • Develop, manage, resource, and implement a program that aligns with foundation strategy and is operationally integrated with other foundation programs. Contribute to the design and development of any related strategies, collaborations or implementation plans to ensure long-term sustainability and impact.

  • Manage information related to grant portfolio and domain-level data, such as documenting key activities and decisions; inputting into key business processes and performance measurement tools; preparing materials for communication with foundation leadership.

  • Leveraging other cluster investments (MNH and FP and HSS) to improve synergy and enhance the potential of scale in state and national health systems.

  • Represent the foundation to key program-related external constituencies, as appropriate, on committees related to area of expertise and responsibilities of the position.

Your Experience

  • Medical degree with minimum 7 years of experience, or equivalent experience, preferably with post-graduation in public health. Experience of working on NTDs is desirable.

  • Recognized internally and externally by the local professional community as an expert within a particular specialized field.

  • Proven ability to lead and influence others in a constructive manner and to build and sustain collaborative relationships, including a heavily matrixed environment, across multiple teams and divisions.

  • Experience as technical resource to teams and leadership on impact, cost effectiveness and decision analyses.

  • Excellent verbal and written communication skills, able to effectively synthesize information to reach diverse audiences and build consensus.

  • Knowledge methods of impact evaluation, operational research, and modeling.

  • Strong quantitative analytic skills.

Other Attributes

  • Experience working within health systems within India, particularly within a public health campaign setting.

  • Knowledge in transitioning pilot and demonstration projects to full-scale country-wide implementation, by either leveraging or existing community healthcare infrastructure or identifying areas of the health systems to be strengthened in order to scale implementation.

  • Expected to travel 40-50% of time, domestically and internationally.
