Job Summary: 

The Bid & Tender Executive will be responsible for identifying, preparing, and submitting bids for government contracts, focusing on opportunities with Defense Research and Development Organisation (DRDO), Indian Space Research Organisation (ISRO), and Defence Public Sector Undertakings (DPSUs) such as HAL, BEL, BEML, MDL, and others. The role requires extensive experience in handling tenders related to electronics, avionics, and communication systems for defence and aerospace applications. The executive will collaborate with cross-functional teams to ensure that bids meet all technical and regulatory requirements and are submitted on time. 

 

Key Responsibilities: 

 

Tender Identification & Research: 

  • Actively monitor and identify relevant tenders from DRDO, ISRO, and DPSUs (such as HAL, BEL, BEML, MDL, etc.). 
  • Develop and maintain relationships with procurement teams from DRDO, ISRO, and DPSUs to stay informed on upcoming projects and tenders. 
  • Track tenders related to electronics systems, avionics, and communication systems for defense, aerospace, and space applications. 

 

Bid Preparation & Submission: 

  • Review tender documents to thoroughly understand requirements, specifications, and evaluation criteria. 
  • Coordinate with technical, engineering, and project teams to gather the required technical information, ensuring proposals align with the tender requirements for electronics and avionics systems. 
  • Prepare detailed technical and financial proposals that meet the specific requirements of DRDO, ISRO, and DPSUs. 
  • Ensure timely and accurate submission of all tender documents, adhering to the specific submission formats and deadlines set by DRDO, ISRO, and DPSUs. 

 

Stakeholder Coordination: 

  • Collaborate with internal teams (engineering, finance, legal, etc.) to ensure bids are comprehensive, compliant, and competitive. 
  • Work with external suppliers, subcontractors, and partners to gather accurate information for bids, ensuring competitive pricing and terms. 
  • Support post-tender activities, including clarifications, negotiations, and follow-ups with procurement officials. 

 

Compliance & Documentation: 

  • Ensure strict adherence to all DRDO, ISRO, and DPSU guidelines, procedures, and procurement regulations. 
  • Maintain a robust record of all bids, tenders, proposals, and relevant documents for future reference and audit purposes. 
  • Track and report on tender outcomes, contract awards, and market trends. 

 

Market Analysis & Strategy: 

  • Perform competitor analysis and identify strategic opportunities to strengthen the company’s position in the defence and space sectors. 
  • Provide insights and strategies to optimize the company’s bidding processes and increase the likelihood of winning high-value tenders with DRDO, ISRO, and DPSUs. 

 

Key Requirements: 

  • Education: Bachelor’s degree in Electronics Engineering, Telecommunications, Avionics, or related field. A degree in Business or Supply Chain Management may be considered if paired with technical expertise. 
  • Experience:  
  • Minimum of 5 years of experience managing government tenders, with proven experience handling contracts from DRDO, ISRO, and DPSUs. 
  • Strong background in electronics, avionics, or communication systems in defence and aerospace sectors. 
  • Deep understanding of procurement processes, technical specifications, and standards of DRDO, ISRO, and DPSUs (e.g., HAL, BEL, BEML, etc.). 
  • Skills:  
  • Expertise in electronics and avionics systems for aerospace and defence 
  • Strong project management and organizational skills, with a proven ability to manage multiple tenders concurrently. 
  • Proficient in MS Office Suite and tender submission portals (e.g., GeM, eProcurement portals of DRDO, ISRO, DPSUs). 
  • Excellent written and verbal communication skills, with a strong focus on preparing and presenting technical and financial bid proposals. 

 

Additional Qualifications: 

  • Familiarity with public procurement platforms such as GeM, DRDO’s and ISRO’s e-tender systems, and DPSU-specific tender portals. 
  • Experience working with defence and space standards 

   

Preferred: 

  • Experience working with offset programs in the defence sector and familiarity with the Make in India initiative. 
  • Involvement in indigenous technology development programs and experience with projects of national importance. 

 

This role plays a crucial part in expanding the company’s business opportunities within India’s defence, aerospace, and space sectors by leveraging relationships with DRDO, ISRO, and DPSUs. The Bid & Tender Executive must ensure the company’s bids are competitive, compliant, and strategically positioned to win.
